Dakota rising is designed to spur a renaissance of south dakota's rural economy through strategic partnerships with local communities to invigorate rural entrepreneurs and their enterprises. By deeply investing financial and human resources we grow individual entrepreneur skills and their businesses.
Activity 3
Home address was designed to address the crucial issue of housing in rural communities and serve as a catalyst to increase community capacity for strategic decision making now and in the future. Engage local leadership teams, community coaches, and technical assistance providers in a structured, flexible, learning process based on a systems approach to social change.

DAKOTA RESOURCES' CAPITAL INVESTMENT FUND (CIF): A $12.942 MILLION LOAN FUND MAKING FLEXIBLE CAPITAL AVAILABLE TO SOUTH DAKOTA COMMUNITY DEVELOPMENT FINANCIAL INSTITUTIONS (CDFI). THE CIF WAS 88.97% DEPLOYED AT THE END OF 2012 BASED SOLELY UPON CIF CAPITAL AND LENDING. $8,486,550 OF THE CIF CAPITAL IS FROM EQUITY EQUIVALENT INVESTMENTS (EQ2S), $670,000 CORPORATE INVESTORS, $3,122,854 IN CAPITAL GRANT, AND $662,576 BOARD ALLOCATIONS FROM THE DAKOTAS AMERICA NEW MARKET TAX CREDIT (NMTC) DIVIDENDS. THE CIF IS THE ECONOMIC ENGINE OF DAKOTA RESOURCES, GENERATING A 2% MARGIN. MORE IMPORTANTLY IT IS A SIGNIFICANT SOURCE OF FLEXIBLE CAPITAL FOR CDFIS IN THE STATE AS IT 1) PROVIDES REASONABLY PRICED CAPITAL 2) ON A TEN YEAR INTEREST ONLY TERM THAT 3) DOES NOT HAVE RESTRICTIONS ON THE KINDS OF DEALS IT CAN FINANCE, AND 4) CAN BE USED AS FEDERAL MATCH. AN ADDITIONAL FINANCIAL PRODUCT IS THE RURAL BUSINESS ENTERPRISE GRANT (RBEG) LOAN PARTICIPATION PROGRAM THAT SELECTIVELY PARTICIPATES IN LOANS ORIGINATED BY OUR CAPITAL INVESTMENT FUND (CIF) BORROWERS AND SD COMMUNITY CAPITAL FUND (SDCCF) PARTICIPANTS. SIX LOANS TOTALING $128,239.55 WERE OUTSTANDING AT THE END OF 2012. DUE TO THE DOWNTURN IN THE ECONOMY, THE SDCCF PROGRAM BECAME LIMITED DUE TO LOAN PURCHASER BEING LIMITED TO PROJECTS BASED IN LOW INCOME CENSUS TRACTS QUALIFYING FOR NEW MARKETS TAX CREDITS.
