The policy covers the Board of Directors. The conflict of interest statements are reviewed by the Executive Director. The determination of existence of a conflict is monitored by the board members as issues arise. Board members with a conflict abstain from voting on issues where a conflict exists.

Safe Harbor has an annual review of each employee. The Executive Director is reviewed by all staff and also by the Board of Directors. The Office Manager is reviewed by the Executive Director and this information is then given to the Board of Directors. The Executive Director researches comparable salaries with similar domestic violence shelters and makes suggestions to the Board of Directors of raises, the budget is reviewed, the Board of Directors then votes and is documented in the Board minutes.

Financial Statement Notes

Part X, Line 2:

Safe Harbor is organized as a South Dakota nonprofit corporation and has been recognized by the Internal Revenue Service (IRS) as exempt from federal income taxes under Section 501(a) of the Internal Revenue Code as organizations described in Section 501(c)(3), qualifies for charitable contribution deduction under Section 170(b)(1)(A)(vi), and has been determined not to be a private foundation under Section 509(a)(1). The Organization is annually required to file a Return of Organization Exempt from Income Tax (Form 990) with the IRS. In addition, the Organization is subject to income tax on net income that is derived from business activities that are unrelated to its exempt purpose. The Organization has determined it is not subject to unrelated business income tax and has not filed an Exempt Organization Business Income Tax Return (Form 990T) with the IRS. The Organization believes that it has appropriate support for any tax positions taken affecting its annual filing requirements and, as such, does not have any uncertain tax positions that are material to the financial statements. The Organization would recognize future accrued interest and penalties related to unrecognized tax benefits and liabilities in income tax expense if such interest and penalties are incurred.

IRS990/Desc0Safe Harbor staff can be contacted via telephone 24 hours a day, 7 days a week, 365 days a year. The Organization shelters victims and children of domestic violence for a temporary period of time while they are looking for a new, safe place to live. The Organization also provides advocacy services for victims of domestic violence, sexual assault, bullying, and stalking. In FY2020, Safe Harbor assisted 1,187 women, children and men that were victims of domestic violence. Safe Harbor also assisted 171 stalking victims; 110 sexual abuse victims; 53 adolescent sexual abuse victims; 8 child abuse victims; 26 elder abuse victims; 66 domestic violence protection orders; and 40 stalking protection orders. The Organization sheltered 52 women, 48 children, and 4 men; providing 2,834 bed nights and 8,502 meals.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0Safe Harbor is organized as a South Dakota nonprofit corporation and has been recognized by the Internal Revenue Service (IRS) as exempt from federal income taxes under Section 501(a) of the Internal Revenue Code as organizations described in Section 501(c)(3), qualifies for charitable contribution deduction under Section 170(b)(1)(A)(vi), and has been determined not to be a private foundation under Section 509(a)(1). The Organization is annually required to file a Return of Organization Exempt from Income Tax (Form 990) with the IRS. In addition, the Organization is subject to income tax on net income that is derived from business activities that are unrelated to its exempt purpose. The Organization has determined it is not subject to unrelated business income tax and has not filed an Exempt Organization Business Income Tax Return (Form 990T) with the IRS. The Organization believes that it has appropriate support for any tax positions taken affecting its annual filing requirements and, as such, does not have any uncertain tax positions that are material to the financial statements. The Organization would recognize future accrued interest and penalties related to unrecognized tax benefits and liabilities in income tax expense if such interest and penalties are incurred.
