Mission and Program Overview

Mission

The primary purpose of the corporation is to work for the enactment of federal and state laws to advance the common business interests of the organization's members. In addition, the purpose of dtc is to support and promote government policies and actions requiring federal agencies to publish their data online, using standardized, machine-readable, nonproprietary languages. Enactment of these laws and promulgation of these agency policies will improve business conditions for the coalition's members by improving the efficiency of private markets and by giving investors and customers better access to regulatory filings. These new laws and policies will generate new opportunities for the technology industry in "big data" search and analysis, compliance solutions, citizen engagement, implementation and data republication.

The primary purpose of the coalition is to work for the enactment of federal and state laws to advance the common business interests of the coalition's members. In addition, the purpose of the corporation is to support and promote government policies and actions requiring federal entities to publish their information as standardized, machine-readable data.

Directors sign annual statements attesting they have received a copy of the conflicts of interest policy, have read and understand the policy, and have agreed to comply with the policy. In addition, periodic reviews are conducted. The chairperson of the governing board will see any conflicts which are reported and a conflicted board member will not vote on any issue involving his or her conflict.

The board of directors of the data coalition is charged with determining reasonable compensation for all the coalition's officers and employees, including the president, the treasurer, and members of the staff. In november 2016 the board of directors appointed a compensation committee, composed of independent directors, to make recommendations on this topic to the full board. For discussions of compensation, interested members of the board of directors recuse themselves. As part of these discussions, members of the board review the salary, benefits, bonus opportunities if any, and performance for each compensated person. They prepare minutes of the meeting documenting the deliberation and decision process.
