Ggedc accomplishments 1. Trans-atlantic business investment council (tbic) fdi certified community in 2017, ggedc joined the trans-atlantic business investment council (tbic) as part of a multi-prong approach for attracting foreign direct investment (fdi). Upon return from the 2018 annual meeting of tbic, held in ft. Wayne, in, ggedc engaged the tbic to pursue fdi certified community designation for gallup-mckinley county, which is a rigorous evaluation of community strengths critical to securing fdi investment. Tbic intends to aggressively market fdi-certified communities to european businesses including manufacturers. As part of the certification process, ggedc research, compiled, and submitted a required 550-point data set on gallup-mckinley county. In addition, ggedc hosted tbic for a two-day community site visit, which included scheduled interviews with key community institutions as well as leaders in the fields of manufacturing and transportation. Included in the community visit was an fdi leadership workshop that drew over 40 local stakeholders including elected officials and provided an overview regarding the nuances of successfully targeting europe for fdi. Ggedc is happy to report, mckinley county has been designated a fdi certified community, one of only 7 in the entire u.s. And first in new mexico. 2. Greater gallup industrial workforce program utilizing a coalition of local, regional, and state partners, ggedc launched the greater gallup industrial workforce program in response to surveying of local employers who indicated workforce development as their number one barrier to continued operation and expansion. Ggedc successfully engaged industrial employers from mckinley county to develop the ggiwp curriculum utilizing as its foundational base national curriculum from the national center for career education readiness (nccer). Ggedc and local employers developed a 400-hour training program, which is to be delivered over the course of 10 weeks. Graduates will receive nccer blue cards, ohsa 10 certification, and ggiwp completion certificate. In addition, graduates who excel will be offered the opportunity for further training through on-the-job training. In support of the program, ggedc finalized partnership agreements with both private and public sector partners including employers. Further, to generate marketing and press awareness, ggedc conducted outreach through collaboration with program and community partners. In preparation for launch of the program, ggedc partnered with the northwest new mexico council of governments on a grant to the us economic development administration, which awarded a 988,400 grant through the assistance to coal communities program. The program is a 3-year pilot and intends to train and certify 30 individuals per year. 3. Us eda assistance to coal communities ggedc successfully authored a federal grant which resulted in an award of 988,400 from the u.s. Economic development administration (eda) through the assistance to coal communities program, and is intended to support the diversification of the local economy through development of feasibility studies examining land use as well development and implementation of a workforce training program designed to skill new or retrain existing workers. Ggedc will partner with the northwest new mexico council of governments on implementation of the workforce development component and intends to support the greater gallup industrial workforce program. Net benefit to the ggedc from the federal grant will be approximately 750,000 over 3-years. 4. Rhino health nitrile rubber glove factory in november 2018, rhino health announced it would invest 49m to establish the first u.s based nitrile rubber glove factory in mckinley county and in the process create approximately 300 manufacturing jobs. The announcement by rhino health capped a two year recruitment effort by ggedc to bring rhino health to mckinley county. To be located in the churchrock industrial

US EDA ASSISTANCE TO COAL COMMUNITIES GGEDC SUCCESSFULLY AUTHORED A FEDERAL GRANT WHICH RESULTED IN AN AWARD OF 988,400 FROM THE U.S. ECONOMIC DEVELOPMENT ADMINISTRATION (EDA) THROUGH THE ASSISTANCE TO COAL COMMUNITIES PROGRAM, AND IS INTENDED TO SUPPORT THE DIVERSIFICATION OF THE LOCAL ECONOMY THROUGH DEVELOPMENT OF FEASIBILITY STUDIES EXAMINING LAND USE AS WELL DEVELOPMENT AND IMPLEMENTATION OF A WORKFORCE TRAINING PROGRAM DESIGNED TO SKILL NEW OR RETRAIN EXISTING WORKERS. GGEDC WILL PARTNER WITH THE NORTHWEST NEW MEXICO COUNCIL OF GOVERNMENTS ON IMPLEMENTATION OF THE WORKFORCE DEVELOPMENT COMPONENT AND INTENDS TO SUPPORT THE GREATER GALLUP INDUSTRIAL WORKFORCE PROGRAM. TRANS-ATLANTIC BUSINESS INVESTMENT COUNCIL (TBIC) FDI CERTIFIED COMMUNITY IN 2017, GGEDC JOINED THE TRANS-ATLANTIC BUSINESS INVESTMENT COUNCIL (TBIC) AS PART OF A MULTI-PRONG APPROACH FOR ATTRACTING FOREIGN DIRECT INVESTMENT (FDI). UPON RETURN FROM THE 2018 ANNUAL MEETING OF TBIC, HELD IN FT. WAYNE, IN, GGEDC ENGAGED THE TBIC TO PURSUE FDI CERTIFIED COMMUNITY DESIGNATION FOR GALLUP-MCKINLEY COUNTY, WHICH IS A RIGOROUS EVALUATION OF COMMUNITY STRENGTHS CRITICAL TO SECURING FDI INVESTMENT. TBIC INTENDS TO AGGRESSIVELY MARKET FDI-CERTIFIED COMMUNITIES TO EUROPEAN BUSINESSES INCLUDING MANUFACTURERS. AS PART OF THE CERTIFICATION PROCESS, GGEDC RESEARCH, COMPILED, AND SUBMITTED A REQUIRED 550-POINT DATA SET ON GALLUP-MCKINLEY COUNTY. IN ADDITION, GGEDC HOSTED TBIC FOR A TWO-DAY COMMUNITY SITE VISIT, WHICH INCLUDED SCHEDULED INTERVIEWS WITH KEY COMMUNITY INSTITUTIONS AS WELL AS LEADERS IN THE FIELDS OF MANUFACTURING AND TRANSPORTATION. INCLUDED IN THE COMMUNITY VISIT WAS AN FDI LEADERSHIP WORKSHOP THAT DREW OVER 40 LOCAL STAKEHOLDERS INCLUDING ELECTED OFFICIALS AND PROVIDED AN OVERVIEW REGARDING THE NUANCES OF SUCCESSFULLY TARGETING EUROPE FOR FDI. GGEDC IS HAPPY TO REPORT, MCKINLEY COUNTY HAS BEEN DESIGNATED A FDI CERTIFIED COMMUNITY, ONE OF ONLY 7 IN THE ENTIRE U.S. AND FIRST IN NEW MEXICO. 2. GREATER GALLUP INDUSTRIAL WORKFORCE PROGRAM UTILIZING A COALITION OF LOCAL, REGIONAL, AND STATE PARTNERS, GGEDC LAUNCHED THE GREATER GALLUP INDUSTRIAL WORKFORCE PROGRAM IN RESPONSE TO SURVEYING OF LOCAL EMPLOYERS WHO INDICATED WORKFORCE DEVELOPMENT AS THEIR NUMBER ONE BARRIER TO CONTINUED OPERATION AND EXPANSION. GGEDC SUCCESSFULLY ENGAGED INDUSTRIAL EMPLOYERS FROM MCKINLEY COUNTY TO DEVELOP THE GGIWP CURRICULUM UTILIZING AS ITS FOUNDATIONAL BASE NATIONAL CURRICULUM FROM THE NATIONAL CENTER FOR CAREER EDUCATION READINESS (NCCER). GGEDC AND LOCAL EMPLOYERS DEVELOPED A 400-HOUR TRAINING PROGRAM, WHICH IS TO BE DELIVERED OVER THE COURSE OF 10 WEEKS. GRADUATES WILL RECEIVE NCCER BLUE CARDS, OHSA 10 CERTIFICATION, AND GGIWP COMPLETION CERTIFICATE. IN ADDITION, GRADUATES WHO EXCEL WILL BE OFFERED THE OPPORTUNITY FOR FURTHER TRAINING THROUGH ON-THE-JOB TRAINING.
