The Forestry Conservation Communications Association (501(c)(3)) and the International Municipal Signal Association (501(c)(4)) each has the authority to appoint four individuals to the PSCA Board of Directors. The PSCA Board of Directors consists of eight members, seven of which have voting rights in any calendar year.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

The Board of Directors refers to the National Compensation Survey prepared by the Bureau of Labor Statistics as a guideline for compensation levels. Specifically, the section relating to non-profit establishments serves as the primary guide. The board also considers such factors as previous salary of an employee at another job, unique skills of an employee, past experience, and the employee's stature in the public safety community e.g. nationally known and serving in additional public safety capacities. Compensation levels for all employees and contractors are approved by a vote of the Board of Directors, all of whom are disinterested individuals and none of whom have a conflict of interest position with respect to the compensation levels. Board members are not compensated for their time nor do any of them have a personal relationship with any employee or contractor. In the event that any Board member has a conflict with a compensation arrangement, that Board member would be required to report the conflict and recuse himself/herself from the vote regarding the arrangement. Compensation decisions are recorded in the minutes of the Board of Directors.

IRS990/Desc0PSCA provides FCC-mandated frequency coordination services to the Forestry Conservation Communications Association (501(c)(3)) and the International Municipal Signal Association (501(c)(4)). During the calendar year 2013, PSCA processed 2,197 FCC license applications to completion. These applications were submitted to the FCC for grant of radio station licenses to public safety applicants. PSCA also prepared a training session entitled Frequency Coordination 101 that was presented at the annual meetings of IMSA and the International Association of Fire Chiefs (IAFC). The training was presented at no charge to the organizations. PSCAs primary mission is to perform frequency coordination work that the FCC mandated be done by FCCA and IMSA. PSCA performs this work on a non-profit basis. (Note: IMSA is also responsible for frequency coordination of the International Association of Fire Chiefs, a (501(c)(3)corporation, through a memorandum of understanding. Applications are actually submitted to IMSA, although IAFC could coordinate its own applications. PSCA does not track IAFC applications separately from IMSA applications.)

Specifically, the section relating to non-profit establishments serves as the primary guide. The board also considers such factors as previous salary of an employee at another job, unique skills of an employee, past experience, and the employee's stature in the public safety community e.g. nationally known and serving in additional public safety capacities. Compensation levels for all employees and contractors are approved by a vote of the Board of Directors, all of whom are disinterested individuals and none of whom have a conflict of interest position with respect to the compensation levels. Board members are not compensated for their time nor do any of them have a personal relationship with any employee or contractor. In the event that any Board member has a conflict with a compensation arrangement, that Board member would be required to report the conflict and recuse himself/herself from the vote regarding the arrangement. Compensation decisions are recorded in the minutes of the Board of Directors.
