Mission and Program Overview

Mission

Economic development in the Bulverde/Spring Branch area of Comal and surrounding counties in Central Texas.

Program Services

DescriptionGrantsExpenses
Throughout the year, the Foundation continued to advocate and support infrastructure improvements to impact future quality of life including support of governmental jurisdictions and entities with effective growth management and authority to protect quality of life, support efforts to improve water and wastewater infrastructure, and support highway and road improvements. The Foundation also continued to take action to improve conditions for existing local businesses, implement a business retention and expansion program, offer informational programs and support to local businesses, establish a program to encourage local entrepreneurship, and develop effective communications with the public about the importance and focus of managed economic development. The Foundation is formally charged to communicate and implement its strategic plan. To this end, the Foundation continued submitting articles for Front Porch News when there is significant information to share with the public, continued to post content on the BSBEDF Facebook page https://www.facebook.com and like or share other informational postings, and continued working as needed with GVTC, on positive media coverage for our area, both proactive and reactive. The Foundation continued actively working to recruit new members and encourage current members whose 3-year commitment is ending to renew for another 3-year term. The Foundation continued to work with elected officials, staff of various governmental entities, regional partners, governors office, etc. to form collaborations as a means to carry out the Foundations strategic plan; actively work with the Chamber of Commerce as a Voting Board Member and member of the Governmental Affairs Council to discuss issues of concern with governmental processes, attend governmental meetings to show support for projects; attend Chamber Leads Group meetings to learn of new businesses coming to area and share information as able and appropriate. The Foundation applied for and was awarded the Allegra FootPrint Fund Award in the grant amount of $1,000 for printing of marketing collateral. The Foundation also continued to work with Presidian/Hilton as well as the City and the Chamber of Commerce on mechanics of the meeting facility as part of the Hotel and Bulverde Visitors & Events Center which opened in September. The meeting facility currently has nine bookings for meeting facility for next year. Foundation staff spent considerable time helping to get Visitors and Event Center up and running from deciding on and ordering dcor; reviewing, approving and ordering signage; getting ready for Grand Opening and Ribbon Cutting; and other related logistics. The Foundations offices have moved and are now located there.During 2017 the Foundation began a targeted business attraction program to establish a marketing program which articulates the Bulverde/Spring Branch advantage for business. Target industries include medical and health care, senior citizen services, restaurants, appropriate retail, high quality, high wage, non-water intensive companies (technology, green businesses, etc.). The Foundation continued to promote housing diversity and to actively recruit community college, vocational tech, and skills training. The Foundation implemented a Workforce Plan Taskforce. As part of its housing diversity program, the Foundation has three projects in community competing for 9% Tax Credits: (i) Liv Senior Ltd, a Senior Independent Living Project at Johnson Ranch. This is a senior restricted project that the Foundation has been working for approximately 3 years; (ii) Blue Spring Apartments, a Multifamily Project. This project is within the city limits of Bulverde via recent annexations. The project is not as far along in the due diligence process as the property is not currently zoned for multifamily and appears to lack appropriate utilities, all of which will be quite costly and take time to work through; (iii) Monte Bella, a Multifamily Project. This project appears to have the same issues as the Blue Springs project in that they are now within the city limits of Bulverde and not zoned for multi-family and lacks appropriate utilities. In the coming year, the Foundation will continue with these and other initiatives to facilitate economic development in the Foundation's service area.$50,784-
