Governance Explanations

Form 990, Part VI, Section B, Line 11B

The finance committee will review and approve the form 990 and recommend board approval. The board will review the form 990 prior to filing with the irs.

Form 990, Part VI, Section B, Line 12C

Members shall not use their position, or the knowledge gained from association with breakthrough twin cities, in such a manner that a conflict between the interests of breakthrough twin cities and their interests arises, but is not disclosed. If such a conflict arises, the member with the conflict is expected to disclose in writing the existence of the conflict to the board chair as soon as that member is aware of the conflict. The board chair will, in turn, determine the appropriate method for managing the conflict. All proceedings related to conflicts of interest are documented in the meeting minutes.

Data consisting of compensation from comparable non-profits of like size is reviewed by the finance committee prior to determining the compensation of officers and key employees. Compensation best practice is to remain within 20% of the operating budget. The finance committee reviews the data and makes a recommendation to the board for approval. The board approves the compensation and documents in the meeting minutes. The most recent compensation review took place in 2014 for executive director, josh reimnitz.

Financial Statement Notes

PART X, LINE 2:

The organization is exempt from income taxes under section 501(c)(3) of the internal revenue code and is only subject to federal and state income taxes on net unrelated business income. Since the organization had no unrelated taxable income in 2018 and 2017, the accompanying financial statements do not include any provision for federal or state income taxes. The organization is a public charity and contributions to the organization qualify as charitable tax deductions by contributors. The organization's filings with the internal revenue service are subject to audit. The information returns for the past three and one-half years are open to examination. Management has evaluated its tax position and has concluded that they do not result in anything that would require either recording or disclosure in the financial statements based on the criteria set forth in asc 740 ("income taxes").

DURING 2017-18, BREAKTHROUGH TWIN CITIES OPERATED AT TWO SITES IN ST. PAUL: MOUNDS PARK ACADEMY IN EAST SAINT PAUL AND SAINT PAUL CENTRAL HIGH SCHOOL IN THE SAINT PAUL PROMISE NEIGHBORHOOD. WE SERVED 487 MIDDLE AND HIGH SCHOOL STUDENTS AND PROVIDED A TEACHING FELLOWSHIP TO 42 COLLEGE AND MATURE HIGH SCHOOL-AGED STUDENTS. WE ALSO ENGAGED FOUR HIGH SCHOOL-AGED PROGRAM INTERNS AND EIGHT LICENSED TEACHERS AS INSTRUCTIONAL COACHES (LICENSED MINNESOTA TEACHERS) DURING THE SUMMER TO PROVIDE CRITICAL PROGRAM AND INSTRUCTIONAL SUPPORT.70% OF THE STUDENTS WHO FINISHED THE SIX-YEAR PROGRAM IN 2018 ARE ENROLLED IN FOUR-YEAR COLLEGES, AND 25% ARE ENROLLED IN TWO-YEAR COLLEGES AND WERE AWARDED AN AVERAGE ANNUAL SCHOLARSHIP OF $22,751. OF THE 487 STUDENTS SERVED, 88% QUALIFIED FOR FREE/REDUCED LUNCH AND 79% WILL BE FIRST-GENERATION COLLEGE STUDENTS. 56% OF OUR STUDENTS SPEAK A LANGUAGE OTHER THAN ENGLISH AT HOME.OUR TEACHING FELLOWS WERE 36% MALE TEACHERS AND 60% TEACHERS OF COLOR - 26% OF OUR TEACHING FELLOWS WERE FORMER BTC STUDENTS. TEACHING FELLOWS RECEIVED 80+ HOURS OF TRAINING AND 210 HOURS OF HANDS-ON CLASSROOM EXPERIENCE UNDER THE GUIDANCE OF INSTRUCTIONAL COACHES WHO ARE LICENSED TEACHERS. OF OUR TEACHING FELLOWS THAT HAVE GRADUATED COLLEGE, 70% ARE EXPERIENCING CAREERS IN EDUCATION.THE OPPORTUNITYIN MINNESOTA, 87% OF WHITE STUDENTS GRADUATE ON TIME FROM HIGH SCHOOL COMPARED TO ONLY 67% OF YOUTH OF COLOR. NOT ONLY DO STUDENTS OF COLOR ENROLL IN COLLEGE AT LOWER RATES THAN THEIR WHITE PEERS (26% COMPARED TO 74%), BUT ALSO THOSE WHO DO ARE LESS LIKELY TO COMPLETE CREDENTIALS AT EITHER A TWO-YEAR OR FOUR-YEAR INSTITUTION. 79% OF WHITE STUDENTS HAVE EITHER A BACHELOR'S OR AN ASSOCIATE'S DEGREE, COMPARED TO 49% OF AFRICAN-AMERICAN, 40% OF LATINO, AND 36% OF NATIVE AMERICAN STUDENTS (MNEEP STATUS OF EDUCATION REPORT 2016). THIS GAP CONTRIBUTES TO THE LACK OF OPPORTUNITY THAT CONTINUES TO TRAP COMMUNITIES OF COLOR IN MULTI-GENERATIONAL POVERTY.ALSO CONTRIBUTING TO THIS GAP IS THE PREDICTED ATTRITION OF TEACHERS IN MINNESOTA. DATA DEMONSTRATES THAT FEWER AND FEWER YOUNG PEOPLE ARE DECIDING TO PURSUE TEACHING AS A PROFESSION EACH YEAR AND THAT NATIONALLY OVER 50% OF ALL TEACHERS LEAVE THE FIELD WITHIN FIVE YEARS. THESE CONSEQUENCES THREATEN THE EFFECTIVENESS OF THE PUBLIC EDUCATION SYSTEM AT LARGE AND THAT LEAVE MORE AND MORE STUDENTS WITHOUT MOTIVATED AND COMPELLING TEACHERS, ESPECIALLY STUDENTS WHO NEED THEM THE MOST. THESE ATTRITION RATES ARE ALL THE MORE CRITICAL FOR FUTURE TEACHERS OF COLOR, WHO ARE 24% MORE LIKELY TO LEAVE TEACHING POSITIONS THAN THEIR WHITE PEERS. HAVING A TEACHER OF COLOR IN THE CLASSROOM MATTERS. RESEARCH DEMONSTRATES THAT YOUTH OF COLOR SHOW IMPROVEMENTS IN ATTENDANCE, TEST SCORES, AND COLLEGE ENROLLMENT RATES WHEN THEIR TEACHERS ARE ALSO PEOPLE OF COLOR (ANA MARIA VILLEGAS AND JACQUELINE JORDAN IRVINE, 2010). BEING TAUGHT BY SOMEONE OF THE SAME RACE AND SIMILAR LIFE EXPERIENCE IS TRANSFORMATIONAL FOR STUDENTS WHO FACE BARRIERS TO ACADEMIC SUCCESS AND COLLEGE MATRICULATION, AND RESEARCH INDICATES THAT IT HELPS STUDENTS OF COLOR FEEL LIKE THEIR SCHOOLS AND TEACHERS CARE ABOUT THEM. IN TURN, STUDENTS OF COLOR ARE MORE INSPIRED TO STRIVE FOR ACADEMIC AND PROFESSIONAL SUCCESS. THE STATE OF MINNESOTA HAS ONLY 4.2% TEACHERS OF COLOR. FOR THE TWIN CITIES SPECIFICALLY, THERE ARE 17% TEACHERS OF COLOR IN ST. PAUL TEACHING 77% STUDENTS OF COLOR, AND THERE ARE 16% TEACHERS OF COLOR IN MINNEAPOLIS TEACHING 67% STUDENTS OF COLOR. MOST SCHOOL DISTRICTS HAVE PROFESSED GOALS TO DIVERSIFY THEIR TEACHING STAFF TO REPRESENT THE STUDENTS THEY SERVE, BUT AS THESE DATA DEMONSTRATE, THIS ASPIRATION IS NOT TRANSLATING INTO ACTUAL SIGNIFICANT HIRING OR RETENTION OF TEACHERS OF COLOR.
