The governing board reviews and approves a draft of the Form 990, and any changes are made and reviewed before the return is signed and filed.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

The Organization's Board of Directors meets at least four times per year. During those meetings, and on an as needed basis, Board policies are reviewed and updated. At the annual Board retreat the full organizational policy, employee handbook, and committee descriptions are fully reviewed, updated, and voted upon for renewal. If at any time there appears to be a conflict of interest with a Board member or staff, it is reviewed immediately by the Organization's Executive Committee and the appropriate committee chairpersons.

Form 990, Part VI, Line 15A: Compensation Review & Approval Process - CEO, Top Management

The Board periodically reviews and approves the compensation of the Executive Director to ensure it is in line with market amounts and job responsibilities. Michelle Russell and Daniel Hart recuse themselves from any votes related to the compensation of the Executive Diector. The Board also meets once per year without Michelle and Daniel present to ensure that the Board still wants them to continue to serve on the Board.

The Organization switched to the accrual basis method of accounting to make the Form 990 amounts consistent with the audited financial statements.

Financial Statement Notes

Part X : FIN48 Footnote

The Organization is exempt from federal income taxes under the provisions of Internal Revenue Code Section 501(c)(3), and, accordingly, no provision for income taxes is included in the financial statements. The Organization uses the accrual basis for income tax reporting. Accounting principles generally accepted in the United States of America require management to evaluate tax positions taken by the Organization and recognize a tax liability (or asset) if the Organization has taken an uncertain position that more likely than not would be sustained upon examination by the Internal Revenue Service. The Organization's management has analyzed the tax positions taken by the Organization, and has concluded that as of July 31, 2018, there are no uncertain tax positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the financial statements. The Organization is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. The Organization's management believes it is no longer subject to income tax examinations for years prior to 2013. As of July 31, 2018, the Organization has accrued no interest and no penalties related to uncertain tax positions. It is the organization's policy to recognize interest and/or penalties related to income tax matters in income tax expense.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0The Organization is exempt from federal income taxes under the provisions of Internal Revenue Code Section 501(c)(3), and, accordingly, no provision for income taxes is included in the financial statements. The Organization uses the accrual basis for income tax reporting. Accounting principles generally accepted in the United States of America require management to evaluate tax positions taken by the Organization and recognize a tax liability (or asset) if the Organization has taken an uncertain position that more likely than not would be sustained upon examination by the Internal Revenue Service. The Organization's management has analyzed the tax positions taken by the Organization, and has concluded that as of July 31, 2018, there are no uncertain tax positions taken or expected to be taken that would require recognition of a liability (or asset) or disclosure in the financial statements. The Organization is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. The Organization's management believes it is no longer subject to income tax examinations for years prior to 2013. As of July 31, 2018, the Organization has accrued no interest and no penalties related to uncertain tax positions. It is the organization's policy to recognize interest and/or penalties related to income tax matters in income tax expense.
