Mission and Program Overview

Mission

The primary mission of the center for cyber safety and education (center) is to conduct the charitable and educational activities of international information system security certification consortium, inc., (isc2), as permitted under rev. Rul. 54-243. The center's mission is to empower students, teachers, and whole communities to secure their online life through cybersecurity education and awareness with the safe and secure online educational program, information security scholarships, and industry and consumer research. Activities of the center for cyber safety and education include (a) scholarship and grant program for security system professionals pursuing education, (b) educational programs addressing internet safety for the general public, directed primarily at young children, teens, and now senior citizens and (c) research and analysis to benefit and be distributed to the general public.

The center is committed to making the cyber world a safer place for everyone.

Governance Explanations

Form 990, Part VI, Section A, Line 7A

The center is governed by a committee (board of trustees) as determined by the isc2 directors. Removal or resignation of a trustee, with or without cause, is subject to approval by the isc2 board of directors and any such trustee who ceases for any reason to be director of isc2 shall be deemed to have resigned simultaneously as a trustee. The officers of the center shall automatically be the officers of isc2 and without separate action by the trustees.

Form 990, Part VI, Section A, Line 7B

The terms of the center's bylaws may be modified only by the vote of the board of directors of isc2. Upon termination of the center, the board of directors of isc2 shall dispose of all of the assets of the center in accordance with the center's bylaws.

Written annual disclosures are summarized and circulated among all board members who then sign off on the summarization stating they are aware of any noted conflicts. Furthermore, board members are required to recuse themselves from voting on any actual, potential, or perceived conflict.

Compensation is determined and paid by isc2, a related 501(c)(6) organization. As such, questions 15a and 15b have been answered "no" in accordance with the form instructions. The process used by isc2 to set compensation is detailed below. Compensation for the chief executive officer is recommended by the compensation committee of the board of directors. Compensation levels are determined by vote of the board. Compensation for employees other than the chief executive officer is determined by a department supervisor and approved by the hr department. Employees fall within various hierarchy levels (e.g. Staff, supervisor, manager, director, officer) and salary ranges for these levels are reviewed by various senior management members and hr consultants to ensure that compensation is reasonable according to the determined job responsibilities.

A summary of the audit report shall be available to any member of the constituent members class upon written request. This process has not changed from the prior year.

International information system security certification consortium, inc. (consortium), excluding the center for cyber safety and education (center), is generally exempt from u.s. Income taxes under section 501(c)(6) of the internal revenue code. The center is generally exempt from u.s. Income taxes under section 501(c)(3) of the internal revenue code. Information returns (forms 990) are filed with the internal revenue service (irs). The consortium has evaluated its tax positions taken for all open tax years and does not believe it has any uncertain income tax positions as defined by accounting principles generally accepted in the united states of america for income taxes. The 2017, 2018 and 2019 tax years are open and subject to examination by the irs. The consortium is not currently under audit nor has the consortium been contacted by the irs.

SINCE ITS INCEPTION IN 2011, THE CENTER HAS GROWN TO A NETWORK OF THOUSANDS OF VOLUNTEERS. THE CENTER HAS BEEN IMPACTING COMMUNITIES THROUGH ITS MULTIPLE PROGRAMS TO ENSURE THAT EVERY PERSON IN EVERY COMMUNITY HAS THE OPPORTUNITY TO LEARN HOW TO KEEP THEMSELVES SAFE WHILE ENJOYING THE BENEFITS OF STAYING CYBER CONNECTED.THE CENTER HAS A BOARD OF EIGHT TRUSTEES THAT HAVE A FIDUCIARY RESPONSIBILITY TO ENSURE THAT THE EDUCATIONAL, RESEARCH, AND SCHOLARSHIP PROGRAMS ARE AVAILABLE TO THE GENERAL PUBLIC. THE TRUSTEES ARE ENTRUSTED TO GROW THE CENTER'S MISSION BY MAKING THE GENERAL PUBLIC MORE CYBER SAFE.
