The form 990 was emailed to the full board of directors before being filed. The executive director and cfo review the form 990 prior to submission to the board of directors and the irs.

Form 990, Part VI, Section B, Line 12C

The board of directors monitor the situations that require voting and remove themselves when a conlict does arise. Example: we moved our investments from one company to another and the president of the board removed herself from the meetings as she works for an investment company.

Form 990, Part VI, Section B, Line 15

The compensation for the executive director is determined by the executive committee. They send out evaluations to all employees, then they meet to go over the results with the executive director and determine the compensation annually. The compensation for all other key employees is determined by the executive director and the board of directors. The executive director reviews industry standards for wage range and comparable data annually. He also conducts annual reviews for all key employees. The executive director then puts together recommendations regarding overall staff raise ranges and bonus pools and presents it to the board of directors for approval.

PART IV, LINE 2B:

The council is holding the net funds generated from a youth safety camp hosted by an outside third party for which the council acted as a fiduciary agent. The funds being held with the intention that the same camp will be put on next year.

PART X, LINE 2:

The council's policy is to evaluate the likelihood that its uncertain tax positions will prevail upon examination based on the extent to which those positions have substantial support within the internal revenue code and regulations, revenue rulings, court decisions, and other evidence. It is the opinion of management that the council has no significant uncertain tax positions that would be subject to change upon examination. The federal income tax returns of the council are subject to examination by the internal revenue service, generally for three years after the returns were filed.
