Dues are collected bi-weekly from gross payroll issued to bargaining unit members. Payroll processing is conducted by a contracted entity separate from federal agencies and our National office. In our case, the National Finance Center is contracted by the U S Department of Agriculture, which issues the net pay to Internal Revenue Service employees represented by NTEU. Payroll deductions are made according to each employees elections. Union dues are first distributed to our National office for further processing. Further processing includes collecting the portion of each members dues allocated to the National office. The National office then distributes the remaining dues income to each chapter based on the number of bargaining unit members and their respective dues payment amounts. Through these processes, Chapter 66 earned approximately $3,700.00 - $3,800.00 every two weeks from October 2024 to April 2025. In March 2025, EO 14251, Exclusions from Federal Labor Management Relations, was issued. The intent was to remove collective bargaining from federal workplaces. Federal labor organizations immediately filed lawsuits to uphold their contracts with the agencies and employees they serve and represent. In response, however, the payroll processors for federal agencies stopped collecting and distributing union dues. As such, our National office has not received dues payments since April 2025 and cannot distribute dues income to chapters. The Chapter 66 monthly income dropped from approximately $7,750.00 per month to below $20.00 per month. The small dues payments received represent payments from retirees or members of management who elect to remain dues-paying members. These payments are made directly to the National office, which distributes the chapters portion to the chapter. Litigation is ongoing. In the interim, our National office has recently ( February 14, 2026) implemented a process for collecting dues independently of the payroll processing entities. Further, we have no way of knowing if or when the courts will make a ruling allowing labor organizations to retain collective bargaining rights, how the uncollected dues will be addressed, or when dues collection might resume.

Payroll processing is conducted by a contracted entity separate from federal agencies and our National office. In our case, the National Finance Center is contracted by the U S Department of Agriculture, which issues the net pay to Internal Revenue Service employees represented by NTEU. Payroll deductions are made according to each employees elections. Union dues are first distributed to our National office for further processing. Further processing includes collecting the portion of each members dues allocated to the National office. The National office then distributes the remaining dues income to each chapter based on the number of bargaining unit members and their respective dues payment amounts. Through these processes, Chapter 66 earned approximately $3,700.00 - $3,800.00 every two weeks from October 2024 to April 2025. In March 2025, EO 14251, Exclusions from Federal Labor Management Relations, was issued. The intent was to remove collective bargaining from federal workplaces. Federal labor organizations immediately filed lawsuits to uphold their contracts with the agencies and employees they serve and represent. In response, however, the payroll processors for federal agencies stopped collecting and distributing union dues. As such, our National office has not received dues payments since April 2025 and cannot distribute dues income to chapters. The Chapter 66 monthly income dropped from approximately $7,750.00 per month to below $20.00 per month. The small dues payments received represent payments from retirees or members of management who elect to remain dues-paying members. These payments are made directly to the National office, which distributes the chapters portion to the chapter. Litigation is ongoing. In the interim, our National office has recently ( February 14, 2026) implemented a process for collecting dues independently of the payroll processing entities. Further, we have no way of knowing if or when the courts will make a ruling allowing labor organizations to retain collective bargaining rights, how the uncollected dues will be addressed, or when dues collection might resume.
