To unite and engage members to act on high-impact business, civic, and philanthropic affairs for the betterment of the st. Louis region. Our core focus areas include advocating for and funding regional programs that improve the overall quality of life; improving educational opportunities for all students with particular focus on disadvantaged youth; supporting talent development initiatives with bi-state colleges and universities; supporting business diversity issues and funding organizations which strengthen the pool of diverse talent or support the development of minority owned enterprises; advocating for the improvement of transportation infrastructure in areas such as road, bridges, and aviation; strengthening and funding regional nonprofit organizations that enhance the quality of life for our citizens and provide needed services; and increasing the involvement and investment of rbc members in our work and the broader community.

Rbc members do not receive tangible benefits from the organization and dues are considered charitable contributions. Rbc has two classes of voting members, regular members and associate members.

Rbc has two classes of voting members, regular members and associate members. Both types of members are directors by virtue of their membership and may vote on admission of new members and election of officers.

Form 990, Part VI, Section A, Line 7B

Rbc members vote on selection of the members of the executive committee. The executive committee is charged with all duties and responsibilities of the board and is authorized and empowered to act on behalf of the board between its regular or special meetings, in accordance with the missouri nonprofit corporation act.

Form 990, Part VI, Section B, Line 11B

The executive committee regularly reviews the internal financial statements and the organization's activities throughout the year. The financial statements are finalized before the form 990 is prepared. Rbc discusses the form 990 at a board meeting and it is available to any member upon request. The form 990 is prepared in collaboration with outside professionals who have expertise in tax-exempt organizations. A draft of the return is reviewed by the president & ceo, chairman, and treasurer. The return is then signed by the treasurer.

Conflict of interest policy - the policy applies to members, directors, officers and employees. They are responsible for self identification and disclosure of actual or potential conflicts to the executive committee. The person with the potential conflict does not participate in the decision where there is a conflict. The disinterested members of the executive committee advise whether a transaction should be authorized, approved or ratified.

Form 990, Part VI, Section B, Line 15

Determination of compensation description of the process - all pay is based on market and merit. Annual evaluations are conducted for all employees. The evaluations consider performance and progress towards previously established goals. Rbc monitors the compensation paid for similar positions. The president reports on the overall achievements of the organization. The report is then discussed at the executive committee and the full board. As deemed appropriate by the chair, a compensation review regarding the president is conducted from time to time. The president and rbc have entered into an employment agreement. All policies described above apply to the president. Comparable salary information is considered annually for the president. The last full compensation review for the president was in 2023. The most recent employment agreement was signed in 2024.

Additional Explanations

Form 990, Part III, Line 3

The regional business council's partnership with the community impact network for managing the financial operations of the legacy center continued into 2024. Based in normandy, the legacy center provides valuable programming and opportunities for thousands of children and adults generally in the normandy and other low-income neighborhoods in order to improve the quality of life of the residents and students. The regional business council's partnership with the legacy center ended in june 2024, and all related rbc financial transactions with the community impact network for the legacy center were completed by 12/31/2024.

PART III, LINE 4:

Rbc commissioned two pieces of artwork that reflected the history of the st. Louis region. The artwork was loaned to civic organizations for display in public places where it will promote the region's image. The artwork consists of two paintings called "gyro arch and "confluence" depicting the prominence of st. Louis as the "gateway to the west" symbolized by the arch and a mural depicting many of the diverse peoples who settled and built st. Louis.

LOUIS, FOUR UTILITY COMPANIES, PUBLIC SECTOR AGENCIES, AND 400 COMMUNITY VOLUNTEERS CONDUCTED FOUR CLEAN UP, BUILD UP EVENTS IN 2024 (WELLS-GOODFELLOW; COLLEGE HILL; WELLSTON; CAHOKIA). THESE EVENTS HELPED REVITALIZE NEIGHBORHOODS BY DEMOLISHING ABANDONED STRUCTURES; CLEARING OVERGROWN BRUSH, TRASH AND DEBRIS FROM VACANT LOTS; AND INSTALLING LIGHTING, DOORBELL CAMERAS AND OTHER IMPROVEMENTS THAT INCREASE NEIGHBORHOOD SAFETY AND VITALITY, AS WELL AS OPPORTUNITIES FOR ECONOMIC DEVELOPMENT. - ST. LOUIS CITY NEIGHBORHOOD REVITALIZATION: RBC ORGANIZED ITS MEMBERS TO PURCHASE AND INSTALL PLAYGROUND EQUIPMENT IN "PEACE PARK" IN COLLEGE HILL, THE ONLY NEIGHBORHOOD IN ST. LOUIS CITY WITHOUT AN OFFICIAL PARK. COLLEGE HILL WAS THE ONLY NEIGHBORHOOD IN ST. LOUIS WITHOUT A PARK. NOW THE RESIDENTS CAN ENJOY A SAFE CLEAN SPACE FOR RECREATION AND EXERCISE. - EAST-WEST GATEWAY COUNCIL OF GOVERNMENTS: RBC IS SUPPORTING EAST-WEST GATEWAY COUNCIL OF GOVERNMENT'S HOMICIDE REDUCTION INITIATIVE: SAVE LIVES NOW!, CONTRIBUTING $25,000 ANNUALLY FOR THREE YEARS. - ST. LOUIS COUNTY POLICE CHILDCARE CENTER: RBC DONATED $50,000 TO THE ST. LOUIS POLICE FOUNDATION FOR THE PURPOSE OF SUPPORTING THE CREATION OF A CHILDCARE FACILITY FOR POLICE PERSONNEL IN THE ST. LOUIS COUNTY POLICE DEPARTMENT WITH CHILDCARE HOURS THAT ARE MORE CONDUCIVE TO LAW ENFORCEMENT SCHEDULES. THESE EFFORTS PLAY A CRUCIAL ROLE IN RECRUITING AND RETAINING ST. LOUIS COUNTY POLICE OFFICERS WITH YOUNG FAMILIES. THE RBC HAS COMMITTED TO A SIMILAR ANNUAL CONTRIBUTION FOR THREE YEARS. - INVESTED $250,000 IN THE URBAN LEAGUE OF METROPOLITAN ST.
