Mission

Provide high quality living and services to enable lower income older adult residents of the managed apartment buildings to flourish independently; and create inspiring programming to enable both residents and community seniors to maintain an active and healthy lifestyle. Services are provided free of charge or for a nominal fee and include transportation, nutrition, health education and preventive screenings, advocacy, counseling, case management, and social work support.programs include physical fitness and exercise options; social, cultural, arts, gardening, and volunteer opportunities.

Form 990, Part VI, Section B, Line 11B

The form 990 is prepared by an independent public accounting firm. The return is reviewed by management and members of the finance committee including the board president and board treasurer. Any required changes are made before the return is filed. In addition, the 990 is made available to the board of directors prior to its filing.

Form 990, Part VI, Section B, Line 12C

In order to guard against any conflict of interest in the operations and/or management of the agency (and avoid nepotism) no person will be employed or contracted with, who is a board member, or a member of the immediate family of any board member, employee, or consultant. Screening for such possible conflicts will be conducted prior to hiring (for employees) and prior to election to the board of directors; then through annual review. Each member of the board of directors and management staff members shall annually complete the disclosure form identifying any relationships, positions, or circumstances in which the member of the board of directors or a member of the immediate family of any board member is involved, that he or she believes could contribute to a conflict of interest. Such relationships, positions, or circumstances might include service as an owner, director, consultant, or employee of a business that might provide goods or services to council apartments ii. Any such information regarding business interests of a member of the board of directors of council apartments ii or a member of the immediate family of any board member shall be treated as confidential and shall generally be made available only to the chairperson of the board of directors, the executive director, and any committee appointed to address conflicts of interest, except to the extent that additional disclosures are necessary in connection with the implementation of this policy.

Form 990, Part VI, Section B, Line 15

Compensation process for executive director the president and personnel committee chairperson conduct a performance evaluation of executive director in october; soliciting input from other relevant individuals and self evaluation report from executive director. Information is reviewed with the executive committee and any compensation decisions are made and approved by the group of lay leaders, prior to communicating results to executive director. Compensation process for staff in october, the executive director and managers prepare salary and wage recommendations for the next fiscal year for each employee based on performance reviews, comparability data, any modification in roles/responsibilites; within the financial realities of the agency, scope of cost of other benefits made available and projected budgets. This information is presented to president of the board of directors and to the chair of the personnel committee. The personnel committee is convened and recommendations considered. Personnel committee then determines an overall percentage pool of salary/wage increases that may be distributed, with precise application to individual employees at the discretion of the executive director. In november, the personnel committee recommendation regarding pool of available salary/wage increases is taken to executive committee of the board of directors; and if approved, implemented on the staff level. Experience is incorporated into agency budget and is summarized and presented to the board of directors for approval. Each december, all employees are evaluated by their immediate supervisor. Written evaluation is reviewed with executive director, and then presented to employee.
