“The supreme governing body of the organization shall be a meeting of the regional delegates. All decisions made at a regional meeting shall be final and binding upon the organization affiliated local unions and their members. Delegates representing each affiliated local union will be represented by 1 delegate for its first 100 members or less and one additional delegate for each additional 100 members or a majority fraction thereof but in no event to exceed ten. All members of affiliated local unions in good standing shall have equal rights and privileges to participate in the election of officers including regional delegates.”
