“Governance policy gb-23 on ethical conduct states a conflict of interest policy shall contain standards and codes of conduct which ensure that board directors, board consultants, contractors, staff or volunteers are not in a position of conflict of interest or the appearance of conflict of interest and do not use the agency relationship for personal gain. A disclosure questionnaire is required of each individual covered by the policy annually and the form is reviewed by the ceo to determine who had or will have the potential to be involved in an activity that might be interpreted as a possible conflict of interest. No board member, staff person, consultant or volunteer shall have direct or indirect financial interest in the assets, leases, business transactions, or professional services of the agency, except as expressly defined in the by-laws. This does not preclude the board from recruiting and electing board members who are vendors or service providers of the agency. The policy goes on to say that no director shall be the blood relative of the first order to any agency staff person. Board members cannot receive honoraria for work on behalf of the agency, except as specified in the by-laws. Neither the board members, nor their family members, shall be entitled to preferential treatment for services. At any time when a conflict of interest exists, the board director, volunteer, or consultant is to disclose the relationship and cannot participate in any vote or decision taken with respect to such transactions or services. Similar rules apply to staff. Staff signs off on the employee handbook that states no employee can participate in the recruitment, interviewing, hiring, or supervision of a relative. No transfer of property or lending of money is allowed between the agency and board officers, directors or staff. All employees shall disclose any conflict of interest regarding his/her work, and shall refrain from engaging in activities which may be perceived as being a conflict of interest. All proceedings related to conflicts of interest are documented in the meeting minutes or as otherwise appropriate.”

The final report is used as a tool by model cities in completing a wage compensation study for wages and benefits. This study is presented to the board for discussion and approval. TENANTS RECEIVE COMPREHENSIVE SERVICES INCLUDING CASE MANAGEMENT, CHEMICAL AND MENTAL HEALTH SERVICES, PRIMARY HEALTH CARE, EDUCATIONAL SERVICES AND EMPLOYMENT SERVICES. THESE SERVICES ARE PROVIDED BY STAFF OF THE PARENT ORGANIZATION, MODEL CITIES OF ST. PAUL, INC., AND BY OTHER COMMUNITY-BASED ORGANIZATIONS. ADDITIONALLY, PROPERTY MANAGEMENT SERVICES WERE PROVIDED FOR FOUR OF OUR SINGLE FAMILY HOUSES, AS WELL AS A COMMERCIAL BUILDING WITH FIVE COMMERCIAL TENANTS.PROPERTY MANAGEMENT ACTIVITIES ARE DESIGNED TO ENSURE THAT ALL UNITS CONTINUE TO MEET HOUSING QUALITY STANDARDS. IN ORDER TO MEET THESE STANDARDS, PROPERTY MANAGEMENT STAFF RECEIVE TRAINING IN A VARIETY OF AREAS, SOME OF WHICH INCLUDE LANDLORD/TENANT LAW, LOW INCOME HOUSING TAX CREDIT BASICS, FAIR HOUSING LAWS, HOME & CDBG COMPLIANCE, AND EMERGENCY MANAGEMENT. IN 2013, VOLUNTEERS DONATED THEIR TIME TO PROVIDE FREE ARCHICTECTURAL DESIGN SERVICES TO COMMERCIAL TENANTS LOOKING TO EXPAND THEIR BUSINESS, AS WELL AS ONE-TIME PROFESSIONAL SERVICES TO POTENTIAL FIRST-TIME HOMEBUYERS AT OR BELOW 80% AMI. IN ADDITION TO PROPERTY MAINTENANCE ACTIVITIES CARRIED OUT IN 2013, PROPERTY MANAGEMENT STAFF ALSO FACILITATED AND PARTICIPATED IN TENANT ORIENTATIONS, TENANT TRAININGS AND OTHER ACTIVITIES THAT HELPED TO FOSTER POSITIVE COMMUNICATION SKILLS WITH TENANTS.SANKOFA SUPPORTIVE HOUSING - SANKOFA IS A PERMANENT SUPPORTIVE HOUSING PROGRAM IN WHICH THE HEADS OF HOUSEHOLD ARE BETWEEN THE AGES OF 17-25 WHO ARE EITHER PREGNANT OR PARENTING A CHILD UNDER THE AGE OF THREE YEARS OLD. THE GOAL OF SANKOFA IS TO REDUCE REPEATED EPISODES OF HOMELESSNESS AND HELP YOUNG PARENTS LIVE HEALTH PRODUCTIVE LIVES. OF THE 23 FAMILIES SERVED IN 2013, SIXTEEN RECEIVED HIGH SCHOOL DIPLOMAS, SEVEN RECEIVED THEIR GED ALL, AND TEN ARE REGISTERED TO ATTEND COLLEGE CLASSES. ALL ATTENDED VARIOUS WORKSHOPS SUCH AS PARENTING, REPRODUCTIVE HEALTH, SELF DEVELOPMENT AND FAMILY BUDGETING. ELEVEN RECEIVED CERTIFICATES FOR FINANCIAL LITERACY. |

COMMUNITY RESIDENTS WERE IDENTIFIED TO ASSIST IN BRINGING CERTAIN ARTISTIC ELEMENTS TO THE PROJECT THAT WILL DEPICT THE ROLE OF THE AFRICAN AMERICAN RAIL WORKERS WHO SHAPED THE SOCIAL AND ECONOMIC VIBRANCY OF THE FROGTOWN AND RONDO COMMUNITIES IN ST. PAUL. THE DEVELOPMENT TEAM CONTINUED WITH ITS FUNDRAISING ACTIVITIES IN ACCORDANCE WITH THE DEVELOPMENT TIMELINE. AS PART OF ITS HOMEOWNERSHIP INITIATIVES, MODEL CITIES CONTINUED ITS HOMEOWNERSHIP DEVELOPMENT THROUGH THE MCASA HOMES PROGRAM THAT ACQUIRED AND REHABILITATED SINGLE-FAMILY HOUSES WITHIN THE COMMUNITY FOR SALE TO LOW-TO-MODERATE INCOME HOMEOWNERS. HOMEOWNERSHIP HOUSEHOLDS THAT ARE UNABLE TO IMMEDIATELY OBTAIN A PRIME MORTGAGE ARE GIVEN THE OPPORTUNITY TO PURCHASE THE HOME ON A CONTRACT-FOR-DEED OR LEASE-TO-PURCHASE BASIS. HOUSEHOLDS THAT CHOOSE THIS OPTION ARE REQUIRED TO WORK WITH MODEL CITIES' HOMEOWNERSHIP COUNSELOR UNTIL SUCH TIME THAT THEY ARE READY TO TAKE TITLE TO THE HOME. MODEL CITIES ALSO CONTINUED ITS HOMEOWNERSHIP EDUCATION, COUNSELING AND TRAINING SERVICES. IN 2013, 288 HOUSEHOLDS FROM THROUGHOUT THE TWIN CITIES METROPOLITAN AREA COMPLETED THE HOME STRETCH TRAINING WORKSHOPS. OUR HOMEOWMNERSHIP COUNSELING SEVICES PROVIDED ONE-ON-ONE CASE MANAGEMENT SERVICES TO 103 NEW HOUSEHOLDS AND 222 FOLLOW-UP COUNSELING SESSIONS TO FAMILIES INTERESTED IN OR IN THE PROCESS OF BECOMING HOMEOWNERS. |
