The public health law center helps community leaders use the power of law and policy to improve america's health. As a leading source of legal expertise in preventing chronic disease, we help public officials, health advocates, community coalitions and others understand the policy environment, recognize opportunities for improvement and find creative solutions. At the same time, we advance the mission of the mitchell hamline school of law by providing students with practical legal training, helping them graduate fully prepared to put their legal education to work. We do not lobby or provide legal representation. We have committed ourselves to making considerations of health equity central to all our work. We are working to build deeper partnerships with marginalized populations, to learn from bipoc-led organizations in setting our agenda, and to think more creatively about issues of equity across the field of public health. We are mindful that, while the law is a powerful tool for improving both health and justice, it can also be a source of systemic bias. Our focus on equity includes a recognition that, as legal experts, we have a duty to identify and help dismantle legal structures that perpetuate structural racism and discrimination.

FORM 990, PART V, LINE 1A, 2A, EXPLANATION FOR NO W-2 AND 1099 REPORTING:

Public health law center, inc. (phlc) uses mitchell hamline school of law (the school) as its common paymaster. All of the w-2 and 1099 filings caused by expenses reported by phlc are prepared and filed with the government under the school's federal identification number 41-0518750.

Public health law center, inc. Is included in a consolidated financial statement audit with mitchell hamline school of law. The process for oversight and selection of an independent accountant has not changed from the prior year.

Financial Statement Notes

PART X, LINE 2:

Mhsl, phlc, and sba qualify as tax-exempt nonprofit organizations other than private foundations under section 501(c)(3) or (4) of the internal revenue code and similar statutes of minnesota law. Mhsl and its affiliates file income tax returns in the u.s. Federal jurisdiction and in the state of minnesota. When tax returns are filed, it is highly certain that some positions taken would be sustained upon examination by the taxing authorities, while others may be subject to uncertainty about the merits of the position taken or the amount of tax liability that might ultimately be assessed. Significant tax positions taken by the school include maintenance of tax-exempt status, and accurate determination, and reporting of unrelated business income subject to taxation. There are no material unrecognized/derecognized tax benefits or tax penalties or interest for the years ended june 30, 2024 and 2023.

IN AUGUST 2022, THE FDA PROPOSED A FEDERAL RULE TO END THE PRODUCTION OF MENTHOL CIGARETTES AND ALL FLAVORED CIGARS -- A DEVELOPMENT THAT WILL IN TIME SAVE HUNDREDS OF THOUSANDS OF LIVES. THIS ACTION WAS IN RESPONSE TO OUR 2013 CITIZEN PETITION CALLING FOR FDA REGULATION TO PROHIBIT MENTHOL CIGARETTES. THE WORK TO GET A FINAL RULE PUBLISHED CONTINUES. - COMPLETED OUR FIFTH YEAR OF SERVICE AS THE DESIGNATED LEGAL POLICY EXPERTS SUPPORTING THE STATE OF CALIFORNIA'S COMMERCIAL TOBACCO CONTROL PROGRAM, EARNING TOP MARKS FROM THE STATE'S EVALUATORS AND OVERWHELMINGLY POSITIVE FEEDBACK FROM GRANTEES. - COMPLETED OUR THIRD YEAR AS THE DESIGNATED LEGAL CENTER SUPPORTING THE NEW YORK STATE'S COMMERCIAL TOBACCO CONTROL PROGRAM.- MONITORED AND DEMYSTIFIED THE FOOD AND DRUG ADMINISTRATION'S REGULATORY REGIME FOR TOBACCO PRODUCTS, PRESSING FOR GREATER TRANSPARENCY AND ACCOUNTABILITY.- ANSWERED HUNDREDS OF REQUESTS FOR TECHNICAL ASSISTANCE FROM EVERY STATE OF THE NATION ON DOZENS OF ISSUES, RANGING FROM IMPLEMENTATION OF SMOKE-FREE POLICIES TO THE REGULATION OF ELECTRONIC CIGARETTES. THE INFORMATION, RESOURCES, AND GUIDANCE WE PROVIDED TO COMMUNITY LEADERS SUPPORTED THE DEVELOPMENT OF DOZENS OF INNOVATIVE NEW POLICIES. - EXPANDED OUR DIGITAL LIBRARY OF OVER 500 TOBACCO-RELATED POLICY RESOURCES. THESE RESOURCES WERE DISTRIBUTED THROUGH OUR WEBSITE, WHICH WAS VISITED BY OVER 500,000 USERS, AND THROUGH A MONTHLY ELECTRONIC NEWSLETTER SENT TO MORE THAN 7,000 PUBLIC HEALTH PROFESSIONALS ACROSS THE COUNTRY.- TRAINED THOUSANDS OF PROFESSIONALS THROUGH DELIVERY OF SIXTY WEBINARS AND OTHER PRESENTATIONS.2. WE CONTINUED TO HELP COMMUNITY COALITIONS, HEALTH ADVOCATES AND OTHERS PURSUE EFFECTIVE POLICIES TO SUPPORT HEALTHY EATING AND ENCOURAGE PHYSICAL ACTIVITY. OUR FOOD-RELATED WORK ADDRESSED DOZENS OF POLICY OPTIONS RANGING FROM IMPROVED NUTRITION STANDARDS FOR GOVERNMENT FACILITIES, TO DEVELOPMENT OF FARMERS' MARKETS, TO TAXATION OF SUGARY BEVERAGES.
