The members of the board of directors are elected as follows: three members are elected by customers of district energy st. Paul, inc., three members are appointed by the mayor and city council of the city of st. Paul, two members are elected by the other six board members and the ex officio member is the district energy ceo. Customers are defined as persons executing a hot water delivery agreement and/or chilled water service agreement.

Financial Statement Notes

PART X, LINE 2:

District energy is a nonprofit organization under section 501(c)(3) of the internal revenue code and minnesota statute 317 and, accordingly, is generally exempt from income taxes. Accordingly, the company is not subject to federal and state income taxes except to the extent it derives income from certain activities not substantially related to its tax-exempt purposes (unrelated trade or business activities). The company follows the accounting policy that clarifies the accounting for uncertainty in income taxes recognized in an organization's financial statements. The policy prescribes a recognition threshold and measurement principles for the financial statement recognition and measurement of tax positions taken or expected to be taken on a tax return that are not certain to be realized. The company is not currently under examination by any taxing jurisdiction. In the event of any future tax assessments, the company has elected to record the income taxes and any related interest and penalties as general and administrative expense in the statements of operations and changes in net deficit.

THE CORE HEATING NETWORK SERVES 197 BUILDINGS IN THE CENTRAL BUSINESS DISTRICT AND ACROSS THE RIVER TO A SECONDARY AREA OF COMMERCIAL, LIGHT INDUSTRIAL, AND RESIDENTIAL DEVELOPMENT. THE COOLING NETWORK SERVES 116 BUILDINGS IN THE CENTRAL BUSINESS DISTRICT. THE CUSTOMER BASE INCLUDES HIGHER EDUCATION, HOSPITALS, FORTUNE 500 COMPANIES, RESIDENTIAL APARTMENTS, CONDOS, AND TOWNHOMES, AS WELL AS HOTELS, ENTERTAINMENT, AND SPORTS VENUES. DISTRICT ENERGY ST. PAUL IS THE LARGEST HOT-WATER DISTRICT ENERGY SYSTEM IN NORTH AMERICA AND IS RECOGNIZED GLOBALLY AS A LEADER IN INTEGRATED AND DYNAMIC ENERGY SERVICES. TO INCREASE EFFICIENCY, RELIABILITY, AND IMPROVE THE ENVIRONMENTAL PROFILE OF THE SYSTEM, THE UTILITY HAS INCORPORATED DISTRICT COOLING, THERMAL STORAGE, SOLAR THERMAL, AND BIOMASS-FIRED COMBINED HEAT AND POWER.DURING 2018, EFFICIENCY WAS A MAJOR FOCUS FOR THE OPERATIONS AND CUSTOMER SERVICE TEAMS. CONTINUED FOCUS ON OPTIMIZING COOLING OPERATIONS LED TO GREATER SAVINGS FOR CUSTOMERS AND CONTINUED REDUCTION OF PEAK LOADS FOR THE COOLING SYSTEMS. A NEW CUSTOMER EFFICIENCY PROGRAM WAS PUT IN PLACE TO FOCUS ON CUSTOMERS WITH THE MOST CHALLENGES WITH BUILDING PERFORMANCE, ESPECIALLY THOSE WHOSE MECHANICAL EQUIPMENT AND CONTROLS SYSTEMS WERE AFFECTING THE BROADER SYSTEM PERFORMANCE. THE TEAM HELPED OVER 5% OF CUSTOMERS IMPROVE THEIR PERFORMANCE AND SAVE MONEY ON THEIR BILLS.TO IMPROVE CUSTOMER BUILDING PERFORMANCE, A NEW ENERGY ANALYTICS PROGRAM WAS ALSO INTRODUCED. BASED ON PREVIOUS METERING AND IT PLATFORM IMPROVEMENTS, THE TREND REPORTS VISUALIZE LARGE AMOUNTS OF DATA TO QUICKLY IDENTIFY OPPORTUNITIES AND DIAGNOSE INEFFICIENCIES. CUSTOMERS GAINED VALUABLE INSIGHT INTO HOW BUILDING OPERATIONS DIRECTLY INFLUENCE ENERGY USE AND ENERGY BUDGETS, HELPING THEM SAVE ENERGY AND MONEY.THE SYSTEM CONTINUED TO REINFORCE CUSTOMER STABILITY BY RESIGNING NEARLY 1 MILLION SQUARE FEET TO NEW OR EXTENDED CONTRACTS. TWO NEWLY RENOVATED CUSTOMER BUILDINGS BROUGHT A SHOWCASE OF INNOVATIVE BUILDING DESIGN TO THE SYSTEM. BOTH BUILDINGS ARE SUSTAINABILITY SHOWCASES THAT BENEFIT FROM DISTRICT ENERGY'S FOCUS ON RENEWABLES AND EFFICIENCY.DISTRICT ENERGY CONTINUED ITS LONG TRADITION OF CUSTOMER SUPPORT AND EDUCATION THROUGH WORKING DIRECTLY WITH CUSTOMERS AS WELL AS HOSTING EDUCATION EVENTS FOCUSED ON TECHNICAL SOLUTIONS. IN 2018, THE COMPANY'S NEW CUSTOMER CARE PROGRAM WAS ALSO INSTITUTED TO CREATE A CONSISTENT AND EFFECTIVE CUSTOMER ENGAGEMENT AND SERVICE FRAMEWORK. THIS WORK WILL BUILD ON THE COMPANY'S LONG-STANDING COMMITMENT TO CUSTOMER-FOCUSED OPERATIONS.

THESE THREE ENTITIES WORK TOGETHER TO HELP USE LOCAL TREE WASTE (BIOMASS) TO GENERATE HEAT AND ELECTRICITY FOR A LOW-CARBON ENERGY SOLUTION FOR LOCAL CUSTOMERS. OUR TEAM WORKS WITH CITIES, COUNTIES, PRIVATE LAND OWNERS, AND BUSINESSES WHO NEED HELP DEALING WITH STORM-DAMAGED, DISEASED, INFESTED OTHER COMPROMISED TREES. SINCE 2008 WE HAVE HELPED TO CURB THE SPREAD OF EMERALD ASH BORER BY WORKING WITH COMMUNITIES AND WOOD HAULERS THAT FOLLOW GUIDELINES FOR SPECIES CONTAINMENT. WE PROVIDE AN EFFICIENT PROCESS FOR MANAGING THESE WOOD WASTE STREAMS, WITH THE ADDITIONAL BENEFIT OF CONVERTING IT TO A RENEWABLE ENERGY RESOURCE.OVER THE LAST FIVE YEARS, TREE WASTE FROM OVER 115 COMMUNITIES HAS BEEN USED TO FUEL THE COMBINED HEAT AND POWER PLANT, INCLUDING TREE WASTE FROM EMERALD ASH BORER INFESTED TREES THAT HAD BEEN REMOVED FROM PUBLIC OR PRIVATE LANDS.
