Both the determination of whether a conflict exists and the level that actual conflicts are reviewed, are first reviewed at the Chief Executive Officer level, and if necessary at the board level. If a board member is found to have a conflict of interest, they are not allowed to vote on the issue for which a conflict of interest is determined.

Form 990, Part VI, Section B, line 15

During 2022, a comprehensive salary study was completed using peer institution data regarding salaries and benefits. From that process industry means were developed for each position in the agency, including the Chief Executive Officer and Chief Operating Officer. Employee performance and accomplishments are used to determine where one falls within an identified range. Compensation and wage increases are reviewed on an annual basis by the Board and are approved as part of the annual budget process. The comprehensive salary study process will be completed every few years, and final approval of ranges and increases will rest with the Board of Directors.

Part V, Line 4:

The Organization's policy is to maintain sufficient financial stability for the operations of the Organization. Interest and dividends, net of investment expense, are to be transferred to the temporarily restricted endowment fund until the Board determines that the funds be used. In establishing this policy, the Organization considered the long-term expected return on its endowments. The Organization's spending policy states that distributions can be made providing that distributions made do not result in the fund decreasing below the Board's designated or the donor's contribution basis, and the corpus of the donor restricted endowment will be maintained in perpetuity. In the case of donor restricted funds, the spending policy, as established, allows for distributions of the income and net appreciation, both realized and unrealized, at a range of 4% to 6% of the fair value of the endowment assets.

Part X, Line 2:

The Organization believes that it has appropriate support for any tax positions taken affecting its annual filing requirements, and as such, does not have any uncertain tax positions that are material to the financial statements. The Organization would recognize future accrued interest and penalties related to unrecognized tax benefits and liabilities in income tax expense if such interest and penalties are incurred.

IRS990/Desc0Agency OverviewRape and Abuse Crisis Center of Fargo-Moorhead (RACC) is the sole designated provider of crisis intervention services for victims of dating and domestic violence, sexual assault, child sexual abuse, stalking, harassment, human sex and labor trafficking, sexual exploitation, and elder abuse in the Fargo-Moorhead-West Fargo (FMWF) metropolitan area. The agency delivers comprehensive, trauma-informed support to victims of these crimes across Cass and Traill counties in North Dakota and Clay and Wilkin counties in Minnesota. Its mission is "to offer 24/7 crisis intervention, advocacy, counseling, and education to all persons affected by sexual and domestic violence and provide prevention programs to create a society free of personal abuse."Since opening its doors in 1977, RACC has empowered more than 110,000 victims to seek justice, reclaim their self-worth, and build safe, independent lives. Services are available through the agency's 24/7 crisis hotline, walk-in and scheduled appointments, and presence at community-based outreach sites. In 2024, RACC supported 3,816 children and adults across all programs with the dedication of 38 full-time employees, 29 on-call and part-time staff, and 103 volunteers. All victim services are offered free of charge and without discrimination.Service EvaluationIn 2024, the agency collected quarterly surveys to evaluate clients' service experience at RACC. The results were overwhelmingly positive: 98.8% said staff communicated with them in a way they could understand. 98.5% reported the services they received were helpful. 98.5% said they felt safe at RACC. 98.2% indicated they would recommend RACC to a friend or relative in need. 97.7% felt staff understood their issues and concerns. 97.1% said they received the services they needed. 95.2% reported that their involvement with RACC increased their personal safety.Crisis Intervention/AdvocacyRACC's crisis hotline is available 24/7/365 for individuals impacted by abuse to speak immediately with a trained member of the agency's crisis intervention team. Victim services are available by phone, in person at RACC's program center, on scene at local emergency rooms, and at a range of community outreach sites, including jails, homeless shelters, schools, and juvenile detention centers. In 2024, RACC provided crisis intervention and advocacy services to 2,438 abuse victims through 41,683 service activities aimed to enhance their personal safety, foster self-sufficiency, and promote overall well-being. These services included emotional support, information and referrals, safety planning, emergency financial assistance, civil and criminal justice support, and medical accompaniment.CounselingRACC's master's level counseling team offers a wide range of evidence-based therapies to help children and adults process both the short- and long-term impacts of abuse-related trauma. These include play-based therapy, Narrative Therapy, Cognitive Behavioral Therapy (CBT), Trauma-Focused Cognitive Behavioral Therapy (TF-CBT), Eye Movement Desensitization and Reprocessing (EMDR), and Solution-Focused Therapy.
