Since the wisconsin professional police association (wppa) began serving the needs of law enforcement personnel statewide in 1932, it has developed expertise in employment relations, collective bargaining, legislative lobbying, legal assistance for law enforcement personnel, and providing fraternal opportunities for its members.

The association has a single class of membership.

The association's membership has the right to elect the members of the association's governing body. The members of the governing body are generally elected during the association's annual convention.

Form 990, Part VI, Section B, Line 11B

The prepared form 990 is reviewed by the association's executive director and finance director and is made available to the members of the governing body before the return is filed with the irs.

Form 990, Part VI, Section B, Line 12C

Annually, all officers and directors complete a statement to disclose all conflicts of interest. The signed statements are kept at the association's administrative office and reviewed by management. A person involved in a potential conflict of interest must leave the meeting of the governing body while the determination of a conflict of interest is discussed and voted upon. The remaining directors will decide if a conflict of interest exists. If a conflict of interest exists, the interested person must not be present while the remaining directors decide if a more advantageous transaction or arrangement can be obtained from a person or entity that would not give rise to a conflict of interest.

The members of the governing body conduct a performance review of the executive director and the director of finance on an annual basis. All compensation is negotiated annually based on data from independent sources. Compensation decisions are documented in the minutes of the meetings of the governing body. The process was last undertaken in 2019.
