Mission and Program Overview

Mission

Madison teachers incorporated (mti) is a labor union representing teachers, substitute teachers, educational assistants, clerical/technical employees, and school security assistants who are employed by the madison metropolitan school district. Mti was formed to promote the interests of education, the teaching profession, and the members of the collective bargaining units which are affiliates of the corporation; to strengthen the welfare status of the teachers and members of the collective bargaining units which are affiliates of this corporation and to enable such individuals to speak with a common voice on matters of interest to them; to promote a spirit of professional ethics; to create in the community a deeper sense of the worth and dignity of the teaching profession and all others who are represented by the corporation; to encourage teachers and all others who are represented by the corporation to exercise their responsibilities as citizens.

To promote the interests of education, the teaching profession, and the members of the collective bargaining units.

Governance Explanations

Form 990, Part VI, Section A, line 4

The bylaws were amended during fiscal year 2017 as follows: The Board of Directors shall consist of the President, Past-President, Vice-President, Secretary, and Treasurer of the corporation, and four members elected at-large. The officers shall serve for one year, with the exception of the President who shall serve for two years, may be reelected without an intervening term. The President shall serve no more than two (2) consecutive terms. Duly elected officers shall serve without compensation for the performance of the duties of their respective offices, with the exception of the Release-Time President.

Form 990, Part VI, Section A, line 6

Classes of membership include active members and retired members. Active Members: Active membership in the corporation shall be open to all professional personnel employed by the Madison Metropolitan School District in the "Teacher" collective bargaining unit of Madison Teachers Incorporated, who agree to abide by the ethics of the education profession; and who are also members of the Wisconsin Education Association, Incorporated, and the National Education Association. Active members of the organization have the following rights: (1)The right to vote, to hold office, to serve on committees, to serve as Faculty Representatives, to officially represent, with its approval, the corporation. (2)Any member of the corporation who is not a member of the Representative Council may attend meetings of the Representative Council and may speak provided that such member is recognized by the chair. (3)Any active member who has a complaint or grievance concerning the performance of any committee or committee member, may submit it in writing to the chairperson of the committee. If the problem is not resolved it should be sent in writing, along with the committee chairperson's comments to the President who may take whatever action she/he deems necessary. (4)Such members may serve on any body of the union to which he/she is elected or appointed. Retired Members: Retired membership shall be available to former members of Madison Teachers Incorporated (MTI) who pay retired dues as set by the Council. Retired members shall be entitled to receive MTI publications, to attend social functions, and to receive such other rights and privileges as may be conferred by the Council.

Officers on the board of directors are elected by active members. At-large members on the board of directors are elected by the mti faculty representative council (the policy-making body of the corporation) which consists of representatives elected by active members at each work site.

THE WRITTEN CONFLICT OF INTEREST POLICY IS DISTRIBUTED TO NEW EMPLOYEES AND Madison Teachers Incorporated's BOARD MEMBERS. Officers, staff and board members are asked annually to disclose any relationships or actions which might result in, or create the appearance of a conflict of interest. Where there is a question of conflict of interest the matter shall be brought to the immediate attention of the Board of Directors to determine if a conflict exists. Any persons with a conflict shall be prohibited from participating in the governing body's deliberations and decisions regarding the transaction.

MADISON TEACHERS INCORPORATED'S BYLAWS ARE ADOPTED BY MADISON TEACHERS INCORPORATED'S ELECTED POLICY MAKING BODY, THE FACULTY REPRESENTATIVE COUNCIL. ARTICLE VII OF THE BYLAWS CREATES THE CABINET ON PERSONNEL. IT CONSISTS OF THE PRESIDENT AND TREASURER OF MADISON TEACHERS INCORPORATED, FOUR MEMBERS OF THE TEACHER UNIT ELECTED BY THE FACULTY REPRESENTATIVE COUNCIL, AND RESPRESENTATIVES OF THE MTI AFFILIATES AS FOR WHICH MTI IS THE BARGAINING AGENT. THE CABINET ON PERSONNEL IS CHARGED WITH THE DEVELOPMENT OF THE CORPORATION'S PERSONNEL POLICIES, THE EMPLOYMENT OF THE EXECUTIVE DIRECTOR AND THE AUTHORITY TO NEGOTIATE CONTRACTS WITH STAFF OR THEIR AGENTS. ALL CONTRACTS ARE SUBJECT to APPROVAL BY THE BOARD OF A MAJORITY OF THE BARGAINING UNITS OR THE JOINT FISCAL GROUP, A BODY CONSISTING OF ELECTED REPRESENTATIVE OF ALL BARGAINING UNITS.

MTI was formed to promote the interests of education, the teaching profession and the members of the collective bargaining units which are affiliates of the Corporation; to strengthen the welfare status of the teachers and members of the collective bargaining units which are affiliates of this corporation and to enable such individuals to speak with a common voice on matters of interest to them; to promote a spirit of professional ethics; to create in the community a deeper sense of the worth and dignity of the teaching profession and all others who are represented by the Corporation; to encourage teachers and all others who are represented by the Corporation to exercise their responsibilities as citizens.

The President shall serve no more than two (2) consecutive terms. Duly elected officers shall serve without compensation for the performance of the duties of their respective offices, with the exception of the Release-Time President.

Active Members: Active membership in the corporation shall be open to all professional personnel employed by the Madison Metropolitan School District in the "Teacher" collective bargaining unit of Madison Teachers Incorporated, who agree to abide by the ethics of the education profession; and who are also members of the Wisconsin Education Association, Incorporated, and the National Education Association. Active members of the organization have the following rights: (1)The right to vote, to hold office, to serve on committees, to serve as Faculty Representatives, to officially represent, with its approval, the corporation. (2)Any member of the corporation who is not a member of the Representative Council may attend meetings of the Representative Council and may speak provided that such member is recognized by the chair. (3)Any active member who has a complaint or grievance concerning the performance of any committee or committee member, may submit it in writing to the chairperson of the committee. If the problem is not resolved it should be sent in writing, along with the committee chairperson's comments to the President who may take whatever action she/he deems necessary. (4)Such members may serve on any body of the union to which he/she is elected or appointed. Retired Members: Retired membership shall be available to former members of Madison Teachers Incorporated (MTI) who pay retired dues as set by the Council. Retired members shall be entitled to receive MTI publications, to attend social functions, and to receive such other rights and privileges as may be conferred by the Council.
