DCEDC IS NOW FULLY INVOLVED IN ALL THESE ISSUES.DURING COVID, DCEDC DIRECTLY SERVED 233 SMALL BUSINESSES IN ORDER TO HELP THEM SURVIVE. WITH ASSISTANCE FROM THE ECONOMIC DEVELOPMENT ADMINISTRATION, DCEDC CREATED A SPECIAL COVID RECOVERY REVOLVING LOAN FUND WITH AN ASSET BASE OF $500,000. THE DOOR COUNTY BUSINESS AND EDUCATION PARTNERSHIP'S MISSION WAS TO BUILD STRONG, SUSTAINABLE BUSINESS AND EDUCATION PARTNERSHIPS THAT ALLOW STUDENTS TO IDENTIFY VIABLE CAREER PATHWAYS, SUPPORT LIFELONG LEARNING, MEET LOCAL JOB MARKET NEEDS AND BECOME PRODUCTIVE MEMBERS OF OUR COMMUNITY. OPPORTUNITIES ARE CREATED FOR STUDENTS/EDUCATORS TO INCREASE KNOWLEDGE AND "HANDS-ON" EXPERIENCE WITH BUSINESS AND CAREER LEARNING, AND FOR BUSINESSES TO DEFINE THEIR LONG AND SHORT-TERM LABOR NEEDS AND HELP INTEGRATE "WORK-BASED EXPERIENCE" INTO THE SCHOOL CURRICULUM. THE PARTNERSHIP IS AN ESSENTIAL BRIDGE TO ADDRESS THE MUTUAL NEEDS AND CONCERNS OF ITS FIVE SCHOOL DISTRICTS (3,401 STUDENTS) AND MANY LOCAL BUSINESSES IN DOOR COUNTY. DURING THE 2019-20 SCHOOL YEAR, YEAR ONE OF THE AHNAPEE YOUTH APPRENTICESHIP CONSORTIUM PROGRAM IN DOOR COUNTY, WITH THE SUPPORT OF OUR COMMUNITY, BUSINESSES AND SCHOOLS WE PLACED 119 STUDENTS & ON-BOARDED OVER 332 PARTNER BUSINESSES INTO THE CONSORTIUM THAT SPANS ACROSS DOOR & KEWAUNEE COUNTIES. THE 3RD ANNUAL MANUFACTURING DAY INVOLVED MORE THAN 200 AREA STUDENTS TOURING 11 MANUFACTURERS. STUDENTS LEARNED ABOUT THE INDUSTRY AND CAREER OPPORTUNITIES LOCATED IN DOOR COUNTY WITHIN THE MANUFACTURING INDUSTRY. ADDITIONAL ACTIVITIES INCLUDED A CAREER FAIR AND FACILITY TOURS OPEN TO THE GENERAL PUBLIC IN THE AFTERNOON. THE DOOR COUNTY BUSINESS AND EDUCATION PARTNERSHIP WAS DISBANDED IN FAVOR OF THE YOUTH APPRENTICESHIP PROGRAM, A CONSORTIUM WITH THE AHNAPEE REGIONAL YOUTH APPRENTICESHIP PROGRAM, WHICH COVERS DOOR AND KEWAUNEE COUNTIES. IT WAS FELT THAT THE APPRENTICESHIP WOULD BE MORE EFFECTIVE AND IMPACTFUL. IN 2020, THE CONSORTIUM PLACED 50 DOOR COUNTY STUDENTS IN APPRENTICESHIPS WITH COUNTY BUSINESSES. THESE APPRENTICESHIPS WERE IN A WIDE RANGE OF SECTORS FROM DENTISTRY TO MANUFACTURING. DCEDC HAS A YA COORDINATOR ON STAFF FOCUSED ON DOOR COUNTY. THE PLACEMENT GOAL IN 2021 IS 75 STUDENT PLACEMENTS.

TENANTS, PAYING BELOW MARKET RENTS, SHARE SERVICES AND EQUIPMENT, WHICH ALLOWS THEM TO KEEP OVERHEAD COSTS LOW AND GET OFF TO A STRONG START IN BUSINESS. WITH 32,000 SQ. FT., THE CENTER CAN ACCOMMODATE A VARIETY OF DIFFERENT BUSINESSES TO INCLUDE OFFICE, SERVICE, ASSEMBLY, DISTRIBUTION AND LIGHT MANUFACTURING. DCEDC IS CONTINUING EFFORTS TO FOCUS ON SAFE, DECENT AND AFFORDABLE HOUSING, THE ABSENCE OF ATTAINABLE SINGLE-FAMILY HOUSING CREATES BARRIERS TO ATTRACTING EMPLOYEES TO DOOR COUNTY. A YEAR-LONG HOUSING STUDY WAS COMPLETED IN 2019 AND WAS CRITICAL AS WE BEGIN TO BUILD OUR FOUNDATION TO SOLVE AFFORDABLE HOUSING IN OUR COMMUNITY. THE RESULTS OF THE STUDY HAVE BEEN AN IMPORTANT LAUNCHPAD FOR ATTAINABLE HOUSING INITIATIVES AND CONCEPT DEVELOPMENTS TO ADDRESS THE ACUTE SHORTAGE OF HOUSING.IN 2020, DCEDC MADE APPLICATION TO THE WISCONSIN HOUSING AND ECONOMIC DEVELOPMENT AUTHORITY (WHEDA) AND WAS SUCCESSFUL IN BEING ONE OF THREE RURAL COMMUNITIES IN THE STATE TO BE NAMED PILOT COMMUNITIES FOR THE RURAL WORKFORCE HOUSING INITIATIVE. THE GOAL IS FOR THE COMMUNITY TO DEVELOP INNOVATIVE SOLUTIONS TO THE HOUSING ISSUE. THE DCEDC SERVED AS THE APPLICANT AND THE DOOR COUNTY COMMUNITY FOUNDATION SERVES AS THE COMMUNITY CONVENER. PILOT PROJECTS WILL BE DECIDED BY THE END OF 2021.SITE SELECTION & DEVELOPMENT, IN JUNE OF 2019, THE CITY OF STURGEON BAY HOSTED 33 DEVELOPERS, AS PART OF DCEDC'S ANNUAL DEVELOPERS TOURS. THIS TOUR SPECIFICALLY FOCUSED ON SHOWCASING NINE SITES & BUILDINGS PRIME FOR DEVELOPMENT OR REDEVELOPMENT WITHIN THE CITY LEADERSHIP AS WELL AS LOCAL INDUSTRY LEADERS TO SHOWCASE TRULY WHAT THE CITY HAS TO OFFER. IN 2020, BECAUSE OF COVID-19, THE DEVELOPERS TOUR WAS VIRTUAL AND FOCUSED ON THE NORTHERN HALF OF THE COUNTY. THE ECONOMIC DEVELOPMENT PROGRAMS ARE FUNDED BY A COMBINATION OF INVESTMENTS FROM PRIVATE COMPANIES AND LOCAL GOVERNMENT, AS WELL AS GRANTS AND CONTRACT SERVICE FEES. THESE FUNDS PROVIDE THE MONEY NECESSARY FOR DCEDC TO PROVIDE BUSINESS ASSISTANCE, FINANCIAL INCENTIVES AND OTHER INITIATIVES DESIGNED TO STRENGTHEN THE LOCAL BUSINESS CLIMATE. IN 2020, THE DCEDC "LIVE DOOR COUNTY" INITIATIVE CONTINUED AS A VEHICLE TO ATTRACT TALENT TO THE COUNTY AND THE BUSINESS COMMUNITY. THE YOUTH APPRENTICESHIP (YA) PROGRAM IN COLLABORATION AHNAPEE YOUTH APPRENTICESHIP COMMENCED WITH GREAT SUCCESS. WE CONTINUED TO FOCUS ON ATTAINABLE HOUSING FOR THE WORKFORCE IN COLLABORATION WITH THE OTHER PARTNERS AND LOCAL GOVERNMENTS. THE NEED FOR COMPREHENSIVE BROADBAND/INTERNET SERVICES THROUGHOUT THE COUNTY IS CRITICALLY IMPORTANT AND THE DCEDC WILL CONTINUE TO MAKE THAT A PRIORITY. TO ADDRESS THAT PRIORITY, DCEDC ISSUED A REQUEST FOR PROPOSALS TO QUALIFIED BROADBAND CONSULTANTS TO PROVIDE A BROADBAND INFRASTRUCTURE ENGINEERING ASSESSMENT TO DETERMINE CAPACITY OF THE CURRENT INFRASTRUCTURE AND WHAT WILL BE NEEDED TO CREATE A NETWORK THE WILL PROVIDE FIBER-TO-THE-PREMISE (FTTP) TO THE MAXIMUM NUMBER OF RESIDENTS AND BUSINESSES IN DOOR COUNTY OVER THE NEXT FEW YEARS. THIS REPORT WILL BE COMPLETED BY THE END OF 2021 WITH IMPLEMENTATION TO FOLLOW.OUR EXISTING BUSINESSES, LARGE AND SMALL, ARE ESSENTIAL TO THE COUNTY'S ECONOMIC STRENGTH AND VITALITY.
