Mission

Quality early care and education is fundamental to creating a better world. Weca works to advance positive change for children by focusing on the professionals who provide child care for well over 70% of wisconsin's children.weca strengthens the capacities of child care professionals through:professional development for child care providers. New discoveries on brain development and social-emotional learning call for new approaches. Through workshops, an annual conference, a statewide member network, and more, weca helps providers advance their skills.advocacy for policies and programs that support the well-being of children and the early childhood education workforce.communications that convey what early childhood professionals do and how valuable their contributions are to families, businesses, our communities, and the world.research on the child care workforce that identifies strengths, needs, and strategies for improvement.

Wisconsin early childhood association (weca) was created to meet the professional needs of adults who nurture and teach wisconsin's young children by offering a rich continuum of services. Critical to weca's mission is initiating and investing in programs and services that improve teacher retention, grow the education level of the early childhood workforce, and increase the average wage for the child care workforce through skill development, professional mentoring and legislative advocacy. Weca's diverse members model excellence through their individual accomplishments, advocacy efforts and contributions to the field. Weca is the wisconsin affiliate of the national association for the education of young children (naeyc).

Governance Explanations

Form 990, Part VI, Section A, Line 4

The organization's bylaws were updated to reflect the following: 1. All members of weca must also be members of naeyc and are entitled to the rights and privileges of membership consistent with the membership categories of naeyc. 2. Membership dues shall be determined and collected by the naeyc. 3. Composition and selection of the board of directors: a simple majority of the directors shall be individuals currently working in early care and education, including direct care, and the remaining directors shall be selected from among persons who support the purpose of the association. 4. The annual meeting shall be held during the second quarter of fiscal year instead of the first quarter. 5. Special meetings amended to change from a request of 5% of members to 45% of members. 6. Quorum changed from at least 10% to 5%.

Form 990, Part VI, Section A, Line 6

Anyone who has an interest in the care, education and development of young children and fulfills the requirements of the organization's bylaws may become a member. Weca has the levels of membership as determined by the board of directors, consistent with naeyc membership levels and requirements. The membership of the association shall be composed of those individuals who meet the qualifications set by the organization's bylaws, agree to support the purposes of the association, and meet other criteria that the board may designate from time to time.

Director nominees shall be presented to the members and the members shall elect the directors from this slate of nominees.

Amendments to the bylaws shall be approved first by the board upon the vote of two-thirds of all directors. Any amendments approved by the board shall be presented to the members for their approval by a majority of the members present at an annual or special meeting or through any other means of member voting pursuant to article iv of the organization's bylaws. The association may be restructured or dissolved through the same process.

The directors annually conduct regular performance reviews and use compensation data for comparable positions to determine the executive director's compensation. The directors consider compensation paid for similar positions, the agency's ability to pay, and any specialized skills of the executive director. The process is documented in the minutes of the meetings of the directors, and the contents are included in the executive director's performance review. The board approves the compensation of the finance manager on an annual basis.

WECA ADMINISTERS THIS PROGRAM UNDER CONTRACT WITH THE WISCONSIN DEPARTMENT OF CHILDREN AND FAMILIES (DCF) WITH FEDERAL FUNDS FROM THE U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES CHILD CARE AND DEVELOPMENT FUND (CCDF). DURING THE YEAR, WECA SERVED 993 EARLY CHILDHOOD PROFESSIONALS THROUGH THE T.E.A.C.H. PROGRAM. THE R.E.W.A.R.D. PROGRAM IS A COMPENSATION INITIATIVE THAT AWARDS STIPENDS TO EARLY CHILDHOOD PROFESSIONALS BASED ON EDUCATION ALREADY ATTAINED AND YEARS WORKED IN THE FIELD. WECA ADMINISTERS THIS PROGRAM UNDER CONTRACT WITH DCF WITH FEDERAL FUNDS FROM CCDF. WECA PROVIDED 6,926 STIPENDS THIS YEAR THROUGH THE STATEWIDE REWARD PROGRAM AND 109 STIPENDS THROUGH THE REWARD PLUS PROGRAM "53206".

(NOT CURRENTLY OPERATING DUE TO COVID-19). THESE SERVICES, AND OTHERS THAT WEESSN PROVIDES, DELIVER SOLUTIONS TO SOME OF THE MOST PRESSING CHALLENGES IN THE EARLY EDUCATION FIELD. THE 1800 GROUP AND FAMILY CHILD CARE PROGRAMS ENROLLED IN WEESSN SAVE TIME AND MONEY UTILIZING COLLABORATIVE RESOURCES AND ARE BETTER ABLE TO PROVIDE QUALITY SUPPORT TO STAFF AND FAMILIES. WECA CHARGED FEES TO COVER THE COST OF TRAININGS. IN 2022, THE WECA ANNUAL CONFERENCE WAS AGAIN HELD IN A VIRTUAL FORMAT AS A PANDEMIC SAFETY PRECAUTION AND WELCOMED A RECORD-SETTING 850 ATTENDEES. THE EVENT HAD FOUR KEYNOTE PRESENTATIONS, 25 LIVE WORKSHOPS, AND 23 ON-DEMAND SESSIONS. EDUCATORS WERE ABLE TO GROW THEIR PROFESSIONAL KNOWLEDGE AND SKILLS AND NETWORK WITH OTHER ATTENDEES, SPONSORS, AND PRESENTERS ON THE VIRTUAL PLATFORM. THE 2023 CONFERENCE IS ANTICIPATED TO BE HELD IN-PERSON WITH SOME HYBRID-BASED SESSIONS AND CONTENT AVAILABLE.
