Form 990, Part VI, Section A, Line 2

Wisconsin community action program association, incorporated (wiscap) conflict of interest policies prohibit a key employee from having a family or business relationship with any officer or director and none exist. From time to time, a director's agency may have a business relationship with another director's agency. For example, a community action agency purchases services from another community action agency and the chief executive officer of both community action agencies are on the wiscap board of directors. Wiscap has the members of the wiscap board of directors complete an annual conflict of interest disclosure statement disclosing any potential conflicts of interest and also disclosing any other organizations, agencies and/or corporations of which they are a member of the board.

Wisconsin community action program association, incorporated (wiscap) purchases certain accounting services from one of the member agencies. Community action coalition for south central wisconsin began providing accounting services on july 1, 2018. Cac is a member organization of wiscap and its executive director serves on the wiscap board of directors.

The form 990 is provided to, reviewed and approved by the executive committee of the board of directors and is also reviewed each year by the wisconsin community action program association, incorporated board of directors prior to filing to return with the internal revenue service.

Wisconsin community action program association, incorporated (wiscap) has the members of the wiscap board of directors complete an annual conflict of interest disclosure statement disclosing any potential conflicts of interest and also disclosing any other organizations, agencies and/or corporations of which they are a member of the board. Any individual with a perceived or actual conflict of interest is recused from discussion and voting on the topic to which the conflict relates.

An independent private consultant was hired when the agency job classification and salary administration plan was first developed. Salary ranges were established based on analysis of the knowledge, skills, and abilities for each agency employment position and based on wage and salary data for similar positions in the area labor market. The board of directors adopted the salary ranges and provide for the annual adjustment of salary ranges. Wiscap conducts a survey of job classifications, salaries, and benefits offered by its member agencies once every three years. The personnel committee of the board of directors conducted a salary comparison of the executive director position with similar positions in the midwestern states in 2015.

PART X, LINE 2:

Wisconsin community action program association, incorporated (wiscap) is required to assess whether it is more likely than not that a tax position will be sustained upon examination on the technical merits of the position assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more likely than not recognition threshold, the benefit of that position is not recognized in the financial statements. Wiscap has determined there are no amounts to record as assets or liabilities related to uncertain tax positions.
