Nine board members are elected by members of three separate districts. One director is appointed by the generation and transmission co-op member.

The review process includes looking at the accuracy of the information and affirming that the information presented is correct to the best of one's knowledge. This review occurs before filing and the president & ceo signs the 990 return.

Ceo compensation is set by the board of directors. The ceo undergoes a performance review annually. Comparative data from like electric co-op associations and other associations in madison has been used. Weca sometimes uses a third-party to review comparative data for compensation purposes. The board chairman provides a written notice to the vp of operations for all ceo compensation adjustments. The ceo reviews all other employees of weca annually, that includes a written document with adjustments, if any. Comparative data from the national association and representative data of the madison market are used.
