,neca conducts an annual internal survey of chapter executives throughout the country relative to base salary, pension, health care and any other fringe benefits that may be included in the total compensation package. The survey results are broken out by region and then by man-hours worked in the chapter jurisdiction i.e. 1,000,000 to 1,500,000, 1,500,000 to 2,000,000, 2,000,000 to 2,500,000 hours and so on. Each chapter's service charge income is relative to hours worked. For example, our chapter hours are in the 4,500,000 to 5,000,000 hour range and our board of directors can identify the total compensation range paid to managers that fall within that range. Economic conditions in the construction industry are also taken into account. Then based on a variety of factors including prudent management of the bottom line (income/expenses vs. Budget) and overall job performance in carrying out the duties as described in the chapter bylaws the board meets privately to determine if a percentage increase or decrease in total compensation is in order or if a performance bonus is in order. As for the rest of the staff, the executive vice president is responsible for adjustments in their compensation which is largely based on job performance in carrying out specified job duties, adherence to company policies and overall financial performance of the chapter.

Financial Statement Notes

PART X, LINE 2:

The chapter is a corporation which is exempt from federal income tax under section 501(c)(6) of the internal revenue code. The chapter is also exempt from state income and franchise taxes. The chapter files a form 990 (return of organization exempt from income tax) annually. When this return is filed it is highly certain that some positions taken would be sustained upon examination by the taxing authorities, while others are subject to uncertainty about the merits of the position taken or the amount of the position that would ultimately be sustained. Examples of tax positions include such matters as the following; the tax exempt status of the chapter and various positions relative to potential sources of unrelated business taxable income (ubit). Ubit is reported on 990t, as appropriate. The benefit of a tax position is recognized in the financial statements in the period during which, based on all available evidence, management believes that it is more likely than not that the position will be sustained upon examination, including the resolution of appeals or litigation processes, if any.

ADDITIONALLY, THE CHAPTER HOSTS A WINTER AND SUMMER CONFERENCE IN JANUARY AND JULY WITH A FOCUS ON EDUCATIONAL PROGRAMMING AS WELL AS SOCIAL EVENTS FOR MEMBERS TO ATTEND. WE ALSO, ARRANGE AND COORDINATE MEMBER ATTENDANCE AT NATIONAL, DISTRICT ANDREGIONAL CONVENTIONS AND CONFERENCES. MEMBERS PAY REGISTRATION FEES TO ATTEND AND PARTICIPATE IN EACH OF THE AFOREMENTIONED PROGRAMS HOWEVER, THE FEES COLLECTED ARE ESTABLISHED TO COVER COSTS AND ARE NOT REVENUE GENERATORS FOR THE CHAPTER. THE CHAPTER PROVIDES AN EDUCATIONAL SUBSIDY TO ALL OF ITS MEMBER FIRMS TO ATTEND ANY CHAPTER SPONSORED SEMINAR IN WHICH THE FIRST ATTENDEE FROM EACH FIRM PAYS A FLAT $99 COST REGARDLESS PROGRAM. THE COMPETITION CULMINATES WITH TWO/THREE MEMBERS FROM THE TOP SELECTED TEAMS TRAVELING TO THE DESTINATION CITY IN WHICH NECA'S NATIONAL CONVENTION IS HELD TO PRESENT THEIR PROPOSAL TO A PANEL OF JUDGES. THE GRANT MONEY IS USED TO HELP WITH TRAVEL, MEAL AND LODGING EXPENSES FOR THE STUDENTS. THE DIFFERENCE IS PAID BY THE UW FOUNDATION.
