Upon completion, but no later than 7 days prior to the deadline for filing the annual 990, the draft 990 is distributed electronically or by u.s. Mail to all members of the board of directors for review. Board members are asked to submit questions, comments and changes to management no later than 3 days prior to the deadline for filing the annual 990. After making any corrections requested by board members, the annual 990 is signed by an officer of the board and submitted to the irs.
