The board of directors each receive electronic copies of the 990. The audit committee reviews the 990 in detail and asks questions to the auditors during the finance committee meeting. Finance committee recommends that the board approve the 990. The board reviews, then approves the 990 for filing.

Board members receive, complete, and sign policy annually. All employees are required to review and sign the policies annually. The board regularly reviews the policies for updating.

Executive director's compensation is decided by vote of the full board. The salary is based on both internal employee and director performance appraisals. Monetary increases are based on recommendations as derived from salary surveys produced by such organizations as the michigan nonprofit association and informal verbal assessments of area executives.

Child and adult care food program (cacfp) sponsor to help in home childcare family, group and unlicensed provide nutritional meals and receive reimbursement. Race to the top early learning challenge (rtt-elc) is a federal initiative that provides competitive state grants to support purposeful efforts to ensure that greater numbers of children with high needs are able to access high quality early learning and development programs, and that these programs are embedded within an integrated state system of programs and supports for young children.

Historically a large source of funding from ecic has been a fee for service. During 2014 this changed from a subcontract to a subrecipient program. As a result, it is no longer a fee for services and is being reported as a grant. This explains why the tax return may look inconsistant with prior years on page 2 and schedule a.

Income generated from the organization's endowment fund is used primarily to fund its scholarship program.

PART X, LINE 2:

In accordance with generally accepted accounting principles, the organization has analyzed its filing positions in jurisdictions where it is required to file income tax returns, as well as all open tax years in these jurisdictions. The evaluation was performed for the tax years 2010 through 2014, the years which remain subject to examination by major tax jurisdiction as of september 30, 2015. The organization concluded that there are no significant uncertain tax positions requiring recognition in the organization's financial statements. The organization has also elected to retain its existing accounting policy with respect to the treatment of interest and penalties attributable to income taxes, and continues to reflect any charges for such, to the extent they arise, as a component of its management and general expenses. The organization does not expect the total amount of unrecognized tax benefits ("utb") (e.g., tax deductions, exclusions, or credits claimed or expected to be claimed) to significantly increase in the next twelve months. The organization does not have any amounts accrued for interest and penalties related to utb's at september 30, 2015, and is not aware of any claims for such amounts by federal or state income tax authorities.

PROGRAM STAFF WORKS ONE-ON-ONE WITH EACH PARENT TO PROVIDE STRENGTH BASED GUIDANCE AND COUNSELING. THIS WRAP-AROUND CASE MANAGEMENT IS AN INTEGRAL PART OF THE SUCCESS OF THE PROGRAM AND IN FAMILIES ACHIEVING ECONOMIC SELF-SUFFICIENCY. THE FAMILY SUPPORT PROGRAM SCHOLARSHIPS ARE AVAILABLE IN HILLSDALE, JACKSON, LENAWEE, MONROE AND WASHTENAW COUNTY. DURING THE FISCAL YEAR, THE FAMILY SUPPORT PROGRAM LEVERAGED PUBLIC AND PRIVATE FUNDS TO PRESENT $461,218 IN EARLY LEARNING SCHOLARSHIPS TO 312 CHILDREN. DURING THE FISCAL YEAR, THE RTT STAFF WORKED WITH 20 UNLICENSED CHILD CARE PROVIDERS, AND HELPED 13 OF THOSE PROVIDERS TO ACHIEVE LEVEL TWO IN A QUALITY RATING SYSTEM. IN ADDITION, THE RTT STAFF HAD 12 NEW LICENSED AND REGISTERED HOME CHILD CARE PROVIDERS BEGIN TO PARTICIPATE IN THE TIERED-QUALITY RATING SYSTEM TO IMPROVE THE QUALITY OF CARE THEY PROVIDE.
