The conflict of interest statement is reviewed annually and voted on by the full board anytime changes and/or amendments are made to it. It is guided by the national bsa executive board.

Towers perrin has been retained by the national council bsa to assess bsa's compensation and benefits program for the local council scout executive position with the objectives of ensuring the alignment of the program with the market and to support local council's compliance with the regulations defined in internal revenue code section 4958, which sets guidelines for compensating officials of select tax exempt organizations. Salary ranges are developed by the bsa national council based on median competitive market salary data. Local councils are assigned to a grade based on the average of audited operating revenues. To account for the differences in cost of labor across locations around the u.s., four geographical structures have been developed. Locally a compensation and benefits committee made up of board and non-board members meets annually and makes recommendations based on the local council scout executive's performance and makes any recommendations based on the guidelines described above.

Financial Statement Notes

PART X, LINE 2:

Hiawathaland council boy scouts of america is exempt from federal income tax under section 501(c)(3) of the internal revenue code. However, income from certain activities not directly related to the council's tax-exempt purpose is subject to taxation as unrelated business income. The council currently has no unrelated business income. In addition, the council qualifies for the charitable contribution deduction under section 170(b)(1)(a) and has been classified as an organization that is not a private foundation under section 509(a)(2). The council is also exempt from wisconsin and michigan income taxes. Penalties and interest assessed by taxing authorities are included in management and general expenses, if applicable. The council had no interest and penalties related to income taxes for the period ended december 31, 2013. The council's federal returns are subject to examination generally for three years after they are filed.
