“Icadv's program council is comprised of two types of member agencies: domestic violence service providers partner abuse intervention programs both types must support the vision and mission of icadv. Program council member type 1 -- domestic violence service provider requirements: not for profit organization that provides free, direct, victim-centered services to domestic violence victims and their vulnerable family members; 24 hour response by trained staff; access to shelter; and at least three of the following: (1) walk in counseling (individual and/or group), (2) legal/court advocacy, (3) children's services, or (4) information and referral. Fee: 1/2 of 1% of the previous year's domestic violence services expenses. The minimum annual dues for a program council member is $500 with maximum dues of $2,500. Program council member type 2 -- partner abuser intervention services provider requirements: must be a state of illinois protocol approved program that provides, on a sliding scale, abuser education services by trained staff that include at least the following: (1) place the safety and rights of victims/survivors at the highest priority to stop domestic violence; (2) educate that abuse can never be condoned under any circumstance; (3) help perpetrators acknowledge that they are responsible for their violent and/or abusive behaviors; (4) teach the causes and forms of domestic violence; (5) assess the history of the perpetrator's relationship, as a whole, rather than one incident; (6) focus on ending violence and/or abuse, not saving relationships; (7) work closely with the local comprehensive domestic violence victim services program; and (8) work with the criminal justice system to hold perpetrators accountable, by reporting failure to complete paip work, if court-ordered, and reporting any additional violence, or threat of violence, to probation and the court. Paip is not required to provide direct victim services and is not required to be not-for-profit. Fee: dues for program council members of icadv are 1/2 of 1% of the previous year's domestic violence services expenses. The minimum annual dues for a program council members is $500 with maximum dues of $2,500.”

THIS TECHNICAL ASSISTANCE IS PROVIDED IN PERSON, VIA TELEPHONE AND VIA EMAIL. AN ESTIMATED 9717 CONTACTS WERE MADE THROUGH TECHNICAL ASSISTANCE SPOTLIGHT PUBLICATIONS DISRIBUTED WEEKLY TO HELP EXPAND IMPLEMENTATATION OF TRAUMA INFORMED, CULTURALLY RESPONSIVE SERVICES FOR SURVIVORS. AS A PASS THROUGH ENTITY FOR VICTIMS OF CRIME ACT (VOCA) DOLLARS AND VIOLENCE AGAINST WOMEN ACT (VAWA) STOP DOLLARS WHICH FUND VICTIM SERVICES THROUGHOUT THE ENTIRE STATE OF ILLINOIS, WE ARE IN A UNIQUE POSITION TO SUPPORT DOMESTIC VIOLENCE AGENCIES THROUGH MONITORING AND TECHNICAL ASSISTANCE TO ENSURE THAT SERVICE STANDARDS ARE MET, SERVICES ARE VICTIM CENTERED AND TRAUMA INFORMED, AND GRANT FUNDS ARE USED TO THEIR MAXIMUM ADVANTAGE SO AGENCIES CAN SUCCESS AND INCREASE THEIR OWN SUSTAINABILITY. LAST YEAR 56 AGENCIES WERE FUNDED WITH APPROXIMATELY $10 MILLION ALLOCATED TO PROVIDERS IN VOCA AND APPROXIMATELY $700 THOUSAND ALLOCATED IN VIOLENCE AGAINST WOMEN ACT FUNDS. |

| IRS990/ProgSrvcAccomActy2Grp/Desc | 0 | TRAINING AND PUBLIC EDUCATION MATERIALS & ADVOCACY PROGRAM- ICADV IS THE ONLY STATEWIDE COALITION COMPOSED OF DOMESTIC VIOLENCE SERVICES PROVIDERS WHO REACH SURVIVORS IN EACH OF ILLINOIS' 102 COUNTIES WITH MEANINGFUL AND DIVERSE SERVICES. 50,068 SURVIVORS AND CHILD WITNESSES SOUGHT AND RECEIVED FROM ICADV MEMBER DOMESTIC VIOLENCE AGENCIES: EMERGENCY SHELTER, LEGAL ADVOCACY, COUNSELING, AND SUPPORT ACCESSING OTHER ASSISTANCE TO HELP THEM ACHIEVE SELF-SUFFICIENCY ON A PATH TO SAFETY. HOWEVER, THERE ARE MANY VICTIMS WHO NEVER SEEK ASSISTANCE FROM A DOMESTIC VIOLENCE PROVIDER. SURVIVORS HAVE SPECIFIC NEEDS TO SUPPORT THEIR SAFETY, WHETHER IT BE ACCESS TO AFFORDABLE HOUSING WHEN THEY LEAVE AN ABUSIVE HOME, JOB TRAINING BECAUSE THE PERSON CAUSING THEM HARM HAS PROHIBITED THEM FROM WORKING OR PARTICIPATING IN SKILLS TRAINING OR FINDING OTHER MEANS TO SUPPORT THEMSELVES AND THEIR CHILDREN. IN THE COURSE OF SEEKING THESE OPTIONS, THEY ENCOUNTER OTHER PROFESSIONALS WHO MAY NOT UNDERSTAND HOW THEIR POLICIES OR PROCEDURES FOR PROVIDING THAT SPECIFIC SERVICE MAY HAVE A NEGATIVE IMPACT ON A SURVIVOR, PROHIBITS THEM FROM MOVING FORWARD, AND POSSIBLY LEAVING NO OPTION BUT TO RETURN HOME TO AN ABUSIVE ENVIRONMENT. WE HELP BRING AWARENESS AND EDUCATION ABOUT THE NEEDS OF THOSE EXPERIENCING VIOLENCE AND HELP IMPROVE THE RESPONSE SURVIVORS RECEIVE FROM THOSE PROFESSIONALS BY OFFERING TRAINING AND AWARENESS MATERIALS. OUR PRIMARY AUDIENCE FOR TRAINING IS PROFESSIONALS WORKING EVERY DAY IN DOMESTIC VIOLENCE SERVICE PROVIDER AGENCIES, EXPANDING THEIR KNOWLEDGE TO BETTER ASSIST SURVIVORS WHOSE NEEDS ARE DIFFERENT AND COMPLEX. THESE SERVICE PROVIDERS STEP UP AND RECOGNIZE THE VERY DIVERSE NEEDS OF INDIVIDUAL SURVIVORS IN COMMUNITIES THROUGHOUT THE ENTIRE STATE AND WE PROVIDE THEM TO THE TRAINING TOOLS TO STAY UP ON TO DATE ON EMERGING TRENDS, INCLUDING ADDRESSING SPECIFIC BARRIERS CREATED BY THE COVID 19 PANDEMIC. FY 24, ICADV HOSTED 52 IN PERSON AND VIRTUAL TRAININGS FOR 2096 PARTICIPANTS INCLUDING VICTIM SERVICE ADVOCATES, LEGAL/JUSTICE PERSONNEL, MENTAL HEALTH PROFESSIONALS AND OTHER PROFESSIONALS, INCREASING THEIR KNOWLEDGE ABOUT THE DYNAMICS OF DOMESTIC VIOLENCE, HOW THEIR WORK IMPACTS A SURVIVOR'S SAFETY AND CONFIDENTIALITY, AND INCREASING THEIR SKILLS FOR RESPONDING APPROPRIATELY TO SURVIVORS OF DOMESTIC VIOLENCE AND THEIR CHILDREN. THIS PROVIDED A TOTAL OF OVER 9000 HOURS OF LIVE TRAINING. IN ADDITION, ICADV PROVIDED A SERIES OF ONLINE TRAINING MODULES AS WELL THROUGH ITS LEARNING MANAGEMENT SYSTEM. 653 ONLINE MODULES WERE COMPLETED. ICADV DISTRIBUTED THOUSANDS OF BROCHURES EDUCATING SURVIVORS AND THE PUBLIC ON THE ISSUE OF DOMESTIC VIOLENCE. THESE MATERIALS ARE PROVIDED IN 12 LANGUAGES OTHER THEN ENGLISH. ITEMS WERE DISTRIBUTED TO ORGANIZATIONS WHO ARE WORKING WITH SURVIVORS AND THEIR CHILDREN INCLUDING DOMESTIC VIOLENCE PROVIDERS, LEGAL/JUSTICE ORGANIZATIONS, MENTAL HEALTH SERVICES, ATTORNEYS, MEDICAL ORGANIZATIONS, GOVERNMENT ENTITIES, AND FOR-PROFIT GROUPS. |
