Each member of the agency board of directors will be sent an electronic version of the document with a request to review and direct any questions to the ceo.

Conflicts are recorded annually and reviewed by the ceo, the compliance officer and the board president. Enforcement is an on-going process with a robust enforcement protocol. The compliance officer reports to the audit committee on any enforcement issues related to compliance of this policy.

Form 990, Part VI, Section B, Line 15

The compensation for top management is determined in the same way as all other positions, except for the ceo. The agency retained a consultant to conduct a competitive compensation analysis, using data from 20 different published sources. The data was adjusted for aging, scope of services provided, and appropriate weighting. This process resulted in establishment of a grade system based on salary midpoints, that provides a simple, valid system for establishing pay rates, while taking into consideration each person's individual background, education, and experience. Employees are placed at the appropriate place within their grade, and receive increases according to the structure within the grade, and according to the established salary administration guidelines. In regards to the ceo: the board of directors has a written employment contract with the ceo. The annual salary is established based on the contract, the board of director's annual evaluation of the ceo, and the agency bylaws.
