Mission and Program Overview

Mission

The primary mission of the illinois railway museum shall be to educate the public as to our nation's railroad and railway history, by: collecting, preserving, and restoring rolling stock, artifacts, structures, and related transportation equipment for display to the public; exhibiting the operation of restored rolling stock and equipment on a demonstration rail line; and collecting, preserving, and maintaining a reference library of publications, drawings, technical information, and other materials regarding railroads, railways and related forms of transportation for research and other purposes.

Educate, preserve, restore, operate historic railway equipment and related artifacts.

Governance Explanations

Form 990, Part VI, Section A, Line 6

Associate membership in the illinois railway museum is open to anyone who likes trains, or who is interested in the museum's historic and educational programs. The associate member receives a pass which identifies him as a museum supporter, allows him or her passage on the museum's operating railway and allows a discount on certain educational materials in the museum bookstore. Associates will also receive a museum newsletter, "rail & wire", which is published several times a year. Associate members enjoy all the privileges of full membership except that they may not vote or hold office.

Form 990, Part VI, Section A, Line 7A

Prospective members submit an application to the board of directors. Upon review, if the individual is accepted, he/she is put on a one year probation, during which time, they must spend at least one day in each of the working departments of the museum. Upon completion of the year and the visitation requirement, the board votes to accept the individual as a member. Full membership entitles the member to vote on all matters requiring approval by annual or special general meeting including the election of the board of directors

The members are required to approve all bylaw changes and must approve all changes to the museum's permanent collection.

Understands the organizations is charitable and in order to maintain its federal tax exemption must engage primarily in activities which accomplish one or more of its tax-exempt purposes.

The organization uses a systematic process for selection of independent auditors for the audit of the annual financial statements. The oversight and selection process used to oversee the audit process including the conduct and reporting on the audit, has not been altered.

Financial Statement Notes

PART III, LINE 1A:

Exhibits and collections were acquired through purchases and contributions since the organizations inception, and are not recognized as assets on the statements of financial position. Purchases of collection items are recorded as decreases in unrestricted net assets in the year in which the items are acquired or as decreases in temporarily restricted net assets if the assets used to purchase the items are restricted by donors. Proceeds from deaccession or insurance recoveries are reflected as increases in the appropriate net asset class in the statement of activities based on the absence or existence and nature of donor imposed restrictions. Collection items are protected, kept unencumbered, cared for and preserved.

PART III, LINE 4:

The illinois railway museum is composed of many collections representing different aspects of railroading in the united states. The largest group consists of rolling stock - locomotives and cars - but there are also artifacts such as buildings, signals, telegraph/communications, tools, signage, cap badges, uniforms, tickets, buttons and of special interest to researchers, an archive of technical, operations and management documents.

PART V, LINE 4:

The museum has adopted investment and spending polices for endowment assets that attempt to provide a predictable stream of funding to programs supported by its endowment, while seeking to maintain the purchasing power of the endowment assets.

PART X, LINE 2:

The organization qualifies for tax exempt status under section 501(c)(3) of the internal revenue code as an organization not organized for profit. The organization follows the authoritative guidance issued by the fasb which clarifies the accounting for uncertainty in income taxes recognized in an entitys financial statements and prescribes a recognition threshold of more-likely-than-not to be sustained upon examination. Measurement of the tax uncertainty occurs if the recognition threshold has not been met. This guidance also addresses de-recognition, classification, interest and penalties, and disclosure. The organization files income tax returns for the united states and the state of illinois. In the normal course of business the organization is subject to examination by taxing authorities. The organizations tax returns for years subsequent to 2010 are open, by statute, for review by authorities. However, at present, there are no ongoing income tax audits or unresolved disputes with whom the organization currently files or has filed. The organization has determined that it does not have any significant risks related to income tax expense and therefore no amounts were reserved for uncertain tax positions as of september 30, 2014 and 2013.
