The Springboard Foundation

EIN 36-4482332 • 501(c)3 • Chicago, IL

Profile

The mission of the Springboard Foundation is to provide financial and intellectual capital to selected "grass roots" charitable programs that otherwise would have difficulty obtaining financial support. Springboard's primary focus is afterschool and supplemental education programs. Since inception, Springboard has helped numerous programs grow and become self-sustaining, so that they can continue to provide Chicago public school students with educational and out-of-school activities that are so critical to personal growth and success. In addition to contributing funds to Springboard, Springboard members go on site visits to meet nonprofit leaders and see their programs in action. During the year, members maintain contact with the nonprofits and marshal all of the resources at their disposal time, treasure, knowledge, and network to ensure that they grow into sustainable organizations.

Governance Explanations

Form 990, Part VI, Section A, line 6

The organization has two classes of members: The Class A member is The Chicago Community Foundation, and The Class B members are appointed by the individual members elected.

Form 990, Part VI, Section A, line 7A

The Class A member (The Chicago Community Foundation) appoints the initial Class B members and thereafter the Class B members may elect as additional members any persons who make the Minimal Annual Contribution to The Springboard Foundation (either by annual gifts or by an endowment contribution) from time to time determined by the Class B members.

Form 990, Part VI, Section A, line 7B

The Class A member (The Chicago Community Foundation) shall take any action required by a resolution adopted by the Class A member's own Board of Directors. The Class B member shall take any action required by a vote of the Class B members. Upon dissolution, the Corporation's remaining assets are to be distributed to the Class A Member for its general charitable purposes.

Form 990, Part VI, Section B, line 11B

The Form 990 is mailed to the President and Treasurer of the Board for review and approval before filing with the IRS. The report is subsequently shared with the full Board.

Form 990, Part VI, Section C, line 19

A copy of the governing documents, conflict of interest policy and financial statement are available upon request for the same period of disclosure as set forth in IRC Section 6104(d). Currently the organization does not have a formal conflict of interest policy, whistleblower policy or document retention & destruction policy. Springboard currently follows the policies of The Chicago Community Trust.

Additional Explanations

Form 990, Part III, line 3

The Springboard Foundation was dissolved as of September 30, 2020 and, thus, this will be its final year filing a Form 990 return. As part of the dissolution, a cash distribution was made to the Chicago Community Foundation on August 17, 2020. See Schedule N for details.

Form 990, Part XII, Line 2C, Financial Statements and Reporting:

The audit committee of the supported organization, The Chicago Community Trust, assumes responsibility for all oversight of the audit and review of the financial statements and selection of the independent accountants.

Financial Statement Notes

Part X, Line 2:

The Trust and its affiliates received tax determination letters from the Internal Revenue Service indicating that they are tax-exempt organizations under Section 501(c)(3) of the Internal Revenue Code and, except for taxes pertaining to unrelated business income, are exempt from federal and state income taxes. In fiscal year 2020, provision has been made for income taxes in the accompanying consolidated financial statements for unrelated business income of $292,500. The Trust and its affiliates account for uncertain tax positions in accordance with FASB Interpretation No. 48, Accounting for Uncertainty in Income Taxes (included in FASB ASC Subtopic 740-10, Income Taxes - Overall). There is no impact on the consolidated financial statements as a result of this pronouncement as the Trust and its affiliates have no significant uncertain tax positions.

IRS990/MissionDesc0The mission of the Springboard Foundation is to provide financial and intellectual capital to selected "grass roots" charitable programs that otherwise would have difficulty obtaining financial support.
