Services include primary medical care, dental, vision, behavioral health, and chiropractic care. The organization is committed to eliminating barriers to care and improving the health and well-being of the diverse and underserved communities it serves.

The accounting manager and CFO review the 990 before sending it to the Board of Directors' Finance Committee for final review and approval before its filing.

Form 990, Part VI, Section B, Line 12C

Open Cities Health Center requires annual disclosure of potential conflicts of interest from officers, directors, employees, and key committee members. Upon election or hire, and during each annual review, individuals must complete a conflict of interest statement. If a potential conflict arises, the matter is brought before the Board or appropriate committee, which determines whether a conflict exists and whether the transaction is fair and reasonable. Individuals with a conflict are not permitted to vote on related matters. Failure to disclose a conflict may result in disciplinary action, as documented in the meeting minutes.

The CEO's compensation is based on market analysis. Each May, the Board conducts a performance evaluation via survey, the results of which are reviewed by the Executive Committee. The committee then recommends compensation to the full Board. This process, last completed in 2024, is documented in the Board meeting minutes.
