To study and inventory the needs and welfare of the whiteside county citizens. To determine which areas of need are being met and to decide what services are not being met and should be developed to meet the needs of whiteside county citizens.to coordinate services with other non-profit and for profit agencies and companies to provide goods, services, information and assistance to citizens of whiteside county. To make the general public and existing agencies aware of the needs and problems of whiteside county citizens.to serve as medium through which organizations can exchange information, coordinate programs and engage in joint endeavors for whiteside county citizens.to promote and stimulate programs that will help whiteside county citizens enjoy more meaningful lives.

Financial Statement Notes

PART X, LINE 2:

Whiteside county senior center is a not-for-profit organization and claims exemption from federal and state income taxes under internal revenue code section 501(c)(3), and similar provisions of state tax law. In accordance with financial accounting standards board accounting standards codification (fasb asc) topic 740 which addresses income taxes, the council believes there are no significant uncertain tax positions resulting in liabilities that would have been required for the year ended june 30, 2014. The center's information returns for years subsequent to fiscal year 2010 are open, by statute, for review by authorities. However, at present, there are no ongoing income tax audits or unresolved disputes with the various tax authorities that whiteside county senior center currently files or has filed with.

OUR OUTREACH DEPARTMENT PROVIDED OVER 2,403 CLIENTS WITH OVER 9,171 UNITS OF SERVICE WITH OTHER LOCAL, STATE, AND FEDERAL AGENCIES IN WHITESIDE COUNTY. TRANSPORTATION PROGRAM - WHITESIDE COUNTY SENIOR CENTER MANAGES AND OPERATES WHITESIDE COUNTY PUBLIC TRANSPORTATION SYSTEM IN PARTNERSHIP WITH WHITESIDE COUNTY. THE PUBLIC TRANSPORTATION SYSTEM IS FUNDED THROUGH FEDERAL AND STATE GRANTS PROVIDED TO WHITESIDE COUNTY (GRANTEE) AND WHITESIDE COUNTY CONTRACTS WITH WHITESIDE COUNTY SENIOR CENTER FOR MANAGEMENT AND DAILY OPERATION OF 12 BUSES OF MINIVANS, 12 AND 14 PASSENGER VEHICLES, AND A 22 PASSENGER BUS. THIS ON-DEMAND TRANSIT SYSTEM IS AVAILABLE FOR ALL RESIDENTS OF WHITESIDE COUNTY. DAILY TRIPS INCLUDE LOCAL DESTINATIONS, COUNTY-WIDE DESTINATIONS AND PERIODIC TRIPS TO DIXON, FREEPORT, ROCKFORD, CHICAGO, QUAD CITIES INCLUDING ROCK ISLAND AND MOLINE IN ILLINOIS AND DAVENPORT AND ADJOINING COMMUNITIES IN IOWA FOR MEDICAL CARE AND SPECIALIZED SERVICES. COUNTY RESIDENTS ARE TRANSPORTED TO AND FROM THEIR JOBS, COMMUNITY FACILITIES, STATE AND FEDERAL AGENCIES PROVIDING NEEDED ASSISTANCE PROGRAMS, MEDICAL FACILITIES, GROCERY STORES, LOCAL SHOPPING MALLS, AND OTHER SITES TO ACQUIRE NEEDED SERVICES, PARTICIPATION IN ACTIVITIES AND ATTENDING EVENTS IN ORDER TO REDUCE ISOLATION AND PROMOTE SUCCESSFUL INDEPENDENT LIVING. DURING 2014 THE WHITESIDE COUNTY PUBLIC TRANSPORTATION SYSTEM PROVIDED RIDES TO OVER 4,300 RIDERS RESULTING IN OVER 45,504 RIDES BEING GIVEN. OVER 318,000 MILES WERE ACCUMULATED IN THESE 45,504 RIDES. REVENUE FOR THIS PROGRAM WAS PROVIDED THROUGH FEDERAL 5311 AND JARC GRANTS ALONG WITH STATE OF ILLINOIS AND IDOT FUNDS THROUGH THE DOWNSTATE OPERATING ASSISTANCE PROGRAM, REVENUE FROM RIDERS, AND LOCAL MATCHING FUNDS. MEAL PROGRAM AND FOOD PANTRY PROGRAMS - THE MEAL PROGRAM PROVIDES DAILY NUTRITIONALLY PREPARED MEALS AT THE CENTER. MEALS ARE AVAILABLE TO THE PUBLIC FOR A NOMINAL SUGGESTED DONATION. MEALS ARE SERVED FROM 11:30 A.M.-12:30P.M. 5 DAYS PER WEEK. IN 2014 THE WCSC AVERAGED APPROXIMATELY 41 DINERS PER MEAL AND PROVIDED 9,869 MEALS TO LOCAL RESIDENTS. THE FOOD PANTRY (COMMODITIES) PROGRAM DISTRIBUTIONS ARE PROVIDED TO ANY INDIVIDUAL MEETING THE INCOME GUIDELINES MANDATED BY THE U.S. DEPARTMENT OF AGRICULTURE. IN 2014 WE DISTRIBUTED FOOD TO MORE THAN 2,449 HOUSEHOLDS RESULTING IN 5,382 PEOPLE RECEIVING FOOD. WE AVERAGED 50 PEOPLE EACH WEEK. THE PROGRAM CONTINUES TO GROW AS THE NEED FOR FINANCIAL ASSISTANCE CONTINUES TO RISE IN OUR AREA. OTHER PROGRAMS - OTHER PROGRAMS OFFERED BY THE CENTER INCLUDE THE PACKET OF LIFE PROGRAM WHICH PROVIDES PACKETS FOR INDIVIDUALS TO COMPLETE AND INCLUDE EMERGENCY HEALTH CARE INFORMATION, ILLINOIS TELECOMMUNICATION ACCESS CORPORATION (ITAC) PROGRAM WHICH PROVIDES TELEPHONES TO HEARING IMPAIRED INDIVIDUALS, AND OTHER MISCELLANEOUS PROGRAMS ARE OFFERED BY THE CENTER TO ALLOW SENIORS A PLACE TO SOCIALIZE AND HAVE FELLOWSHIP WITH EACH OTHER.
