The will county governmental league is organized for the purpose of providing a means that these municipalities and other local governments may cooperate in the public interest on all matters of mutual concern. In order to achieve this objective, this organization will provide its members a medium through which they may jointly study and solve mutual problems at all levels of government; and, whenever deemed necessary, speak as a body for the purpose of achieving common goals. The will county governmental league will also ensure that its membership has a presence in the state capitol.

“In the league shall be open to the county of will, and those counties directly adjacent to will county that are not eligible to participate in another council of government, municipalities, townships, districts, public agencies, associations, and organizations who subscribe to and support the purpose of the league, and who are interested in its field of activity, provided that voting memberships are limited to governments with territory within or directly adjacent to the boundaries of will county. The membership shall consist of three classes: voting members, supporting members, and honorary members.voting members: any municipality having territory in will county and the county of will, shall be eligible to be a voting member upon payment of the amount of dues for such membership as may be determined from time to time by the board of directors. Supporting members: any non-municipal governmental entity or other organization which meets the definition of membership in the league and pays the amount of dues for such membership, as may be determined by the board of directors, from time to time, shall be eligible to be a supporting member. Supporting members have no voting privileges and may not serve on wcgl committees. Honorary members: any other public agency, association, or organization, approved by the board of directors, which subscribes to and supports the purpose of the league, and who is interested in its field of activity (e.g. Chicago metropolitan agency for planning, metropolitan mayors caucus, illinois municipal league etc.) shall be designated honorary members. Honorary members have no voting privileges and may not serve on wcgl committees.”
“Nominations are taken by the board of directors. The board then chooses a slate which is voted by full membership attending the june meeting each odd numbered year.”
“Each agency shall be entitled to two (2) delegates. In those municipalities which employ a manager/administrator, the mayor/president and the manager/administrator shall comprise the two delegates. A member municipality may substitute for its mayor/ president delegate, for a village board/city council member provided that the member municipality submits a letter of appointment by the mayor/president or submits a resolution of appointment, approved by the governing body, to the league office. In those member municipalities not employing a manager/administrator, an alternate may be designated by the governing body and substituted for a manager/administrator. In the absence of the president/mayor or the manager/administrator, an alternate delegate may be appointed by letter by said regular delegate. Said letter shall be filed with the league office. In the absence of a delegate, a duly authorized alternate delegate shall have the same voting privilege as the delegate. For the county of will, the county executive and a county board member designated by the county shall comprise the two delegates. An alternate delegate may be appointed by letter by said regular delegate. Said letter shall be filed with the league office. Only official representatives of voting members, with their dues being current, shall be eligible to serve on the board of directors. Onlyvoting members shall be entitled to vote. Each voting member shall be entitled to one (1) vote and this vote will be cast by the mayor/president delegate or designated substituted village board/city council member delegate provided that if the mayor/president or substituted delegate is not present, that voting member's vote may be cast by its manager/administrator delegate or designee. The vote of the county member shall be cast by the county executive designee if present otherwise that vote may be cast by the county board member delegate.”
