Mission

Family rescue is a not-for-profit dedicated to eliminating domestic violence in the chicago community.(expanded mission on schedule o) family rescue provides shelter and comprehensive support services to victims of domestic violence and their children, engages in systemic advocacy to promote future change, and encourages prevention through community education. Family rescue operates five programs: a shelter; a legal advocacy program, a non-residential counseling and advocacy program, and a supportive housing program which provides an on-site transitional housing facility as well as scattered-site transitional and rapid re-housing. Family rescue offers counseling, advocacy, community education, and prevention and intervention services.

Governance Explanations

Form 990, Part VI, Line 11B: Form 990 Review Process

The tax preparer submits a copy of the form 990 and all related schedules to the top financial official for initial review, who then submits it to the top management official for review and discussion. Then they submit the form 990 to the audit/finance committee for review. Once all review changes have been made the 990 gets forwarded to each board member one week prior to scheduling a board of director meeting. At the the board of director meeting, the form 990 officially is presented to the board by the auditor. After review and discussion, the board of directors vote whether to approve the form 990. The form 990 that is voted on and approved by the board is filed with the irs. After filing the form 990 is provided to each voting member of the organization's governing body.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

All family rescue representatives (employees, directors, agents, board members and/or volunteers) are covered under the conflict of interest policy.conflict of interest statements are required to be completed annually by each representative. Throughout the year, family rescue requires each representative to immediately notify the top management official of any actual, potential or apparent conflict of interest. The top management official will determine the appropriate resolution or other course of action.any actual, potential or apparent conflict of interest disclosed to the top management official or board of directors shall be resolved as follows:- the finance committee shall be responsible for making all decisions concerning resolutions of conflicts involving directors, the executive director and other members of senior management.- the chair of the committee shall be responsible for making all decisions concerning resolutions of conflicts involving finance committee members.- the chair of the board shall be responsible for making all decisions concerning resolutions of the conflict involving the chair of the finance committee.- any board member who has a conflict must recuse themselves from voting on the related issues.- the top management official shall be responsible for making all decisions concerning resolutions of conflicts involving representatives below the senior management level, subject to the approval of the finance committee.

Form 990, Part VI, Line 15B: Compensation Review and Approval Process for Officers and Key Employees

The top management official is responsible for hiring and evaluating the department heads for the organization. The top management official also has the authority to determine individual salary levels within the salary administration scale approved by the board of directors.family rescue performs wage comparability studies every three years to ensure the salary and wage structure is similar to other organizations of like size and employee base in the area.the most recent comparability study was completed in july 2012.

OTHER PROGRAM SERVICES 4: OTHER PROGRAM SERVICESThe Community Outreach Program provides walk in and mobile services to adult survivors of domestic violence. Mobile services are provided at other community based agencies, organizations and institutions. The program offers individual and support group counseling, case management services, financial literacy and advocacy to benefit victims of domestic violence. The Community Outreach Program served 183 adult victims of domestic violence. Major Accomplishments of the program are: 78% participated in support group services, 54% participated in individual counseling; 54% participated in financial literacy services; and 32% completed the workshop series. In-Kind contributions $33,791.

Financial Statement Notes

Part X : FIN48 Footnote

The organization has adopted accounting principles related to uncertain tax positions and has evaluated its tax positions taken for all open tax years. Currently, the 2011, 2012, and 2013 tax years are open and subject to examination by the internal revenue service and illinois attorney general and illinois department of revenue. However, the organization is not currently under audit nor has the organization been contacted by any of these jurisdictions. If any interest and penalties associated with tax positions are incurred, they are recorded in miscellaneous expenses. Based on the evaluation of the organization's tax positions, management believes all positions taken would be upheld under examination. Therefore, no provision for the effects of uncertain tax positions has been recorded as of june 30, 2015 and 2014.

IRS990/Desc0Rosenthal Family Lodge provided safe refuge and support services for survivors of and their children who were fleeing domestic violence. The program served 261 clients; 153 adults and 108 children in fiscal year 2015. Major accomplishments of the program include: 57% of residents relocated to permanent housing; 65% left the program with income/financial resources; 93% of adult clients at the shelter completed safety planning with an advocate; 72% of families entering shelter stayed for 2 weeks or more(meeting basis crisis stability goal) and 75% of children who were in specialized services showed improvements in behavior from entry to exit.In-Kind contributions were $107,815.

The program offers a full array of services to the families in that program that includes; adult case management and counseling, employment, educational and vocational career building, financial literacy training, an after school program for children 5-12 and a teen program. The program served 51 adults and 73 children. Major accomplishments of the program were: 92% transitioned to permanent housing at the end of their tenancy at the program; 100% of families leaving the program left with financial resources; 85% of the families who transitioned from program had an increase in income at time of exit. In-Kind contributions $ 15,586 to Ridgeland Apartments and $2,800 to Day Care Center.

The program served 783 clients. Major accomplishments are: 546 clients were assisted in filing orders of protection in criminal and civil court; 70% were successful in receiving orders of protection in the court system; 87% developed safety plans with their advocate; Advocates completed 17 roll call trainings with 270 Chicago Police Department Beat Officers. In-Kind contributions $ 3,670.
