Mission

Village of progress is a private not for profit corporation that was founded in 1969 to meet the training needs of adults with disabilities who reside in ogle county. The agency is governed by a 15-member board of directors that represents various walks of life and virtually every community in the county. The purpose of the village is to provide training services to adults in ogle county with developmental disabilities. The goal is to help them excel in all environments.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

The 990 will be completed in conjunction with our annual audit. With input from our accountant and executive director, our finance/audit committee will review and approve the forms, report the findings to our board of directors.

Form 990, Part VI, Section B, Line 12C

Each director, principal officer and member of a committee with governing board delegated powers shall annually sign a statement which affirms such person: has received a copy of the conflicts of interest policy, has read and understands the policy, has agreed to comply with the policy, and understands the organization is charitable and in order to maintain its federal tax exemption it must engage primarily in activities which accomplish one or more of its tax-exempt purposes. At any time, if any actual or possible conflict of interest should arise, the interested person must disclose the existence of the financial interest and be given the opportunity to disclose all material facts to the board of directors. The board will then vote on the appropriate actions on a case-by-case basis.

Form 990, Part VI, Section B, Line 15

The salary committee independently establishes the compensation package for the executive director. The salary committee meeting minutes are then shared with and voted on by the board of directors absent of the executive director. Besides an annual performance review, the village conducts an annual salary/fringe benefit survey, inviting the responses of 11 similar agencies for the nine-county area. The surveys are summarized and reviewed in detail along with the annual performance review, by the salary committee before deciding on the executive director's compensation package. Board members are also supplied with the information before approving the package.

The organization uses a systematic process for selection of independent auditors for the audit of the annual financial statements. This process has not changed from the prior year.

Financial Statement Notes

PART X, LINE 2:

The organization is a not-for profit organization exempt from income taxes under section 501(c)(3) of the internal revenue code. Accordingly, no provision for income taxes has been made in the accompanying financial statements. The organization accounts for income taxes in accordance with fasb asc 740, income taxes. Fasb asc 740 provides detailed guidance for the financial statement recognition, measurement and disclosure of uncertain tax positions recognized in an enterprise's financial statements and requires an entity to recognize the financial statement impact of a tax position when it is more likely than not that the position will be sustained upon examination. The organization recorded no liabilities for uncertain tax positions or unrecognized benefits. The organization's federal and state returns remain open to examination by taxing authorities through their statutory periods.

THE PROGRAM PROVIDES AN EMPLOYMENT ENVIRONMENT WITH FAIR WAGES AND FRINGE BENEFITS FOR THE PARTICIPANT. IN ADDITION TO IN-HOUSE TRAINING, THE VILLAGE PROVIDES VARIOUS OPPORTUNITIES FOR SUPPORTED EMPLOYMENT IN THE COMMUNITY. THE VILLAGE CLEANING SERVICE (A DIVISION OF THE VILLAGE OF PROGRESS) PROVIDES COMMERCIAL CLEANING THROUGHOUT THE REGION. INDIVIDUALS PARTICIPATING IN THIS PROGRAM WILL WORK OFF-SITE FOR PART OR ALL OF THE DAY, WORKING SHOULDER-TO-SHOULDER AMONG NON-DISABLED STAFF. MOST EARN A COMPETITIVE WAGE. THE VILLAGE ALSO OPERATES THE VILLAGE BAKERY (ANOTHER DIVISION OF THE VILLAGE OF PROGRESS), A NONPROFIT RETAIL BAKERY AND CAFE IN DOWNTOWN OREGON. THE VILLAGE BAKERY PROVIDES INTEGRATED WORK AT COMPETITIVE WAGES. APPROXIMATELY 25% OF THE EMPLOYEES HAVE DISABILITIES, THE REST DO NOT. THIS UNIQUE SETTING HELPS INDIVIDUALS WITH DISABILITIES LEARN TO WORK AND SOCIALIZE IN 'REAL WORLD' SETTINGS. THE BAKERY AFFIRMATIVELY WORKS TO GIVE ALL STAFF - BOTH THOSE WITH AND WITHOUT DISABILITIES - A WIDE VARIETY OF ASSIGNMENTS. THROUGHOUT THE SCHOOL YEAR IT ALSO PROVIDES INTERNSHIPS TO SPECIAL EDUCATION STUDENTS IN COOPERATION WITH AREA SCHOOL DISTRICTS. FOR THE FISCAL YEAR ENDED 6/30/2024, THE VILLAGE OF PROGRESS PROVIDED SERVICES TO APPROXIMATELY 80 INDIVIDUALS, TOTALING 74,100 HOURS OF SERVICE. THE VILLAGE OF PROGRESS RECEIVES LESS THAN 50% OF THE INCOME FROM STATE FUNDING. THE LONG TERM GOAL IS TO CONTINUE OUR COMMITMENT TO THE COMMUNITY BY PROVIDING QUALITY SERVICE IN A SAFE ENVIRONMENT WITH A QUALIFIED AND DEDICATED STAFF.
