Mission

To provide vocational and activity services to carroll county residents with developmental disabilities, mental illness, and physical disabilities. The ultimate goal is to provide the opportunity for growth and development of vocational skills through remunerative employment as well as increased functioning in the areas of independent living and functional academic, social, and recreational skills.

Governance Explanations

Form 990, Part VI, Section A, Line 1

The organization has an executive committee which includes the president, vice-president, secretary and treasurer of the board of directors. The executive committee shall be empowered to conduct business between board meetings as necessary and shall report its action at the next meeting of the board. The committee shall be chaired by the president or his designee. The executive committee shall advise and assist the executive director in making decision on finances, establishing budgets, making reports to the board of directors, studying ways and means of financing the operation of the corporation, and other duties as determined by the president.

Once form 990 is completed, a copy is given to the executive director and office manager to review before it is filed.

It is the intent of rolling hills progress center, inc. To ensure that a conflict of interest does not exist between board members and the agency. While it may be permissable for a board member who owns or represents a business to provide services, contracts, goods, etc. To the agency, that board member shall make previous disclosure of the proposed business transaction and refrain from voting on or otherwise influencing any decisions regarding said transaction. The board monitors for conflicts of interest on a regular basis and discussions are documented in the board minutes when they occur.

The board must approve of any compensation for the ceo, executive director, or top management official. Also, comparable data of other ceo's compensation with similar jobs throughout northwest illinois is reviewed.

The center qualifies as a tax-exempt organization under section 501(c)(3) of the internal revenue code and therefore, has no provision for federal or state income taxes and is classified by the internal revenue service as other than a private foundation. The center has adopted the recognition requirements for uncertain tax positions and does not believe it has any uncertain tax positions at june 30, 2018.

INDIVIDUAL PROGRAM GOALS ARE ESTABLISHED IN THE AREAS OF: FUNCTIONAL ACADEMICS, INDEPENDENT LIVING, COMMUNITY SKILLS, RECREATION, AND SOCIAL SKILLS. ADDITIONALLY, THE PARTICIPANT ENGAGES IN VOCATIONAL ACTIVITIES WHICH PROVIDE MEANINGFUL WORK WITH A PAID INCOME.ROLLING HILLS PROGRESS CENTER PAYS SOME OF ITS CLIENT WORKERS THROUGH A GRANT ASSISTANCE PROGRAM. THE WORKERS ARE ADMITTED OR HIRED THROUGH THE ROLLING HILLS PROGRAM AND THEY MUST HAVE A VOCATIONAL HANDICAP WHICH LIMITS OR PREVENTS ACTIVITY. NO MINIMUM LEVEL OF SKILL IS REQUIRED FOR ADMISSION INTO THE PROGRAM.
