The conference consists of teamster members in the brewery, soft drink and related beverage industries.

Each local union is alloted one delegate per 500 dues paying members to the conference meeting that is held at least once every four years. The delegates vote for officers who are elected to a four year term. In other years, the policy committee has the authority to fill any vacant officer positions.
