Governance Explanations

Form 990, Part VI, Section B, Line 11B

The executive director receives the prepared form 990 from the accounting firm who prepares and reviews the form 990. The form 990 is e-mailed to all board members. The board reviews it and is encouraged to raise any questions.

Form 990, Part VI, Section B, Line 12C

Any board member who has a direct or indirect financial interest through business, investment, or family must disclose this conflict of interest to the board of directors. After a member discloses the financial interest and all relevant information, the board may discuss the situation with the member. That particular member will leave the room and the rest of the board will discuss and vote on whether or not a conflict of interest actually exists. If there is a conflict of interest the necessary procedures will be taken in accordance to the policy. Each board member will receive a copy of the conflict of interest policy annually and will sign a statement affirming that they have received a copy of the policy, have read & understand the policy, agree to comply with the policy, and understand that the ywca is a charitable organization and must engage primarily in activities that accomplish one or more of the organization's tax-exempt purposes. The executive director keeps these signed statements on file.

Form 990, Part VI, Section B, Line 15A

The board of directors provide guidance to the executive director for the purposes of budgeting and granting salary increases. If funding permits and if individual staff performance warrants, staff will receive an annual salary increase of cost of living plus 1-5%, depending on the executive director's judgment on what the budget can support. If funding constraints won't allow increases at this rate, the executive director may grant smaller increases. The board of directors discuss and approve salary increases for the executive director based on recommendations from the appraisal committee.

Copies of the governing documents, conflict of interest policy and financial statements along with the form 990 and application for tax exemption are provided upon request during normal business hours at the organizations location. The staff receiving the request will ask the executive director for what is being requested and the executive director will provide the information.

The intended use of the endowment funds is to carry out the organization's general object & purpose, that is to say: "the ywca of the sauk valley is dedicated to eliminating racism, empowering women, and promoting peace, justice, freedom, and dignity for all."

PART X, LINE 2:

The organization is organized as a non-profit corporation under section 501(c)(3) of the internal revenue code. The organization pays no income tax on its related function income as long as it stays within the guidelines of section 501(c)(3). The organization is subject to income tax on its "non-related" function income. For the years ending june 30, 2025 and 2024, the organization did not have any "non-related" function income. Accordingly, the organization had no taxable income for the year. Accounting principles generally accepted in the united states provides detailed guidance for the financial statement recognition, measurement and disclosure of uncertain tax positions recognized in an enterprise's financial statements. Generally accepted accounting principles require an entity to recognize the financial statement impact of a tax position when it is more likely than not that the position will be sustained upon examination.

OUR CRISIS HOTLINE HAS BOTH STERLING AND DIXON NUMBERS AND IS ANSWERED BY TRAINED STAFF/VOLUNTEERS AT ALL TIMES.THE DOMESTIC VIOLENCE PROGRAM PROVIDES COUNSELING FOR ADULTS AND CHILDREN, 24-HOUR HOTLINE, COURT ADVOCACY, AND SUPPORT GROUPS FOR ADULTS AND CHILDREN. CASEWORKERS ALSO WORK WITH RESIDENTIAL CLIENTS TO ASSIST THEM IN EFFORTS TO BECOME INDEPENDENT AND SUCCESSFUL, BY HELPING THEM MEET NEEDS FOR EMPLOYMENT, HOUSING, ETC. IN ADDITION, THE PROGRAM OFFERS/PROVIDES HEALTHY RELATIONSHIP GROUPS IN AREA HIGH SCHOOLS TO EMPOWER TEENS AND REDUCE THE LIKELIHOOD OF THEIR ENTERING VIOLENT RELATIONSHIPS.

SERVICES INCLUDE 24-HOUR CRISIS RESPONSE, COURT AND MEDICAL ADVOCACY, COUNSELING FOR ADULTS AND CHILDREN, SEXUAL ABUSE PREVENTION PROGRAMS FOR PRE-SCHOOL THROUGH COLLEGE, AND ANTI-BULLYING PROGRAMS IN AREA SCHOOLS. THE PROGRAM SERVES 150-200 SURVIVORS OF SEXUAL ASSAULT AND ABUSE PER YEAR, AND PROVIDES ABUSE PREVENTION SERVICES TO OVER 15,000 YOUNG PEOPLE EACH YEAR. THE 24-HOUR HOTLINE HAS BOTH DIXON AND STERLING NUMBERS AND IS ANSWERED BY TRAINED STAFF/VOLUNTEERS AT ALL TIMES.
