“The eligibility criteria for membership in the american public human services association (aphsa) is prescribed by the board of directors. The criteria for membership is as follows (a) any agency administering a public human service program on the federal, state or local level (b) any officer or employee of such agency (c) any other agency or organization that manifests an interest in public human services consistent with the objectives of the american public human services association (d) any officer or employee of such agency or organization (e) any other person who, in the judgment of the board of directors, manifests an interest in public human services consistent with the objectives of the american public human services association.”

“The board of directors is the governing body of the association. The board consists of the immediate past president of the association, serving in an ex-officio status, two individual members - one each from east and west of the mississippi river, who are elected by mail ballot of all members, three members appointed at large, five members appointed by the national council of state human service administrators, including the duly elected chair, two members appointed by the national council of local human service administrators, one each from a large and a small local jurisdiction, one of whom is designated as the duly elected council chair, and two appointed affiliate representatives, the officers are the president, vice president, and treasurer elected by the members.”

“The form 990 in its draft form is reviewed by the audit-finance committee in detail. Once approved by this commitee, it is presented to the full board for final vote of approval. Once approved by the full board, the executive director then executes the 990.”

“The employee conflict of interest policy is contained in the employee handbook and is enforced as are all employee policies. The association has no conflict of interest policy for the board of directors.”

“The board of directors is responsible for identifying and selecting the executive director. The compensation has been reviewed by asae(third party). They use comparability data to determine a salary range from both asae and robert half, both third parties. The audit-finance and executive committees are responsible for final approval of salary.”
