| 2. Spring and Fall Conferences - both OAMA conferences were virtual in 2021 due to the Covid Pandemic. Under normal circumstances the association holds two conferences each year. The conference fees provide a portion of the association's revenue as well as membership dues. Due to the conferences being virtual this year, the association reduced the amount to participate. These conferences allow airport managers to come face-to-face with policy makers from the Federal Aviation Administration, the Transportation Security Administration and the Oregon Department of Aviation, along with other strategic players in the aviation industry. Members and attendees learn about federal and state grants, how the funding pipeline works, and new or changing regulations with aviation security. Current membership is approximately 100 individuals. Along with the conferences, a significant expense is maintaining a web-site where the general public as well as members can go to learn about conference schedules, employment opportunities, and information pertaining to aviation activities within the state. | ReasonableCauseExplanation/ExplanationTxt | 0 | I completed a paper filing of the 990-EZ and mailed it on May 7, 2022 for the January through December 2021 tax year. Based on instructions found on the IRS.gov site, 1.11.6 - Tax Exemtp/Government Entities (TEGE) - Transition of Form 990-EZ, it was my understanding that because our tax year began in January of 2021 and ended prior to July 31, 2022, I could file using a paper form. The specific language states: "FOR SMALL EXEMPT ORGANIZATIONS, THE LEGISLATION SPECIFICALLY ALLOWED A POSTPONEMENT ("TRANSITIONAL RELIEF"). FOR TAX YEARS ENDING BEFORE JULY 31, 2022, THE IRS WILL ACCEPT EITHER PAPER OR ELECTRONIC FILING OF FORM 990-EZ, SHORT FORM RETURN OF ORGANIZATION EXEMPT FROM INCOME TAX. FOR TAX YEARS ENDING JULY 31, 2022, AND LATER, FORMS 990-EZ MUST BE FILED ELECTRONICALLY." I understood this to mean that because we were a small non-profit organization we had one more year before we had to go to the electronic method. I included the verbiage with our filing. As I'm not a CPA, it looks like I misinterpreted this information. However, even reading this back, it still looks to me like a paper filing would have been acceptable. |
