“The Cooperative Extension Service operates the youth development program of our nation's 109 land-grant universities, 4-H is the nation's largest youth development organization. In addition to 4-H Cooperative Extension provides educational programs in Agriculture and Natural Resources and Family and Consumer Sciences. 4-H, Agriculture and Family and Consumer Sciences programs seek to help young people, farmers, and their families gain the skills they need to be proactive forces in their communities and develop ideas for a more innovative economy. In the past, local 4-H clubs in the State of Georgia have been chartered and regulated by the University of Georgia (a unit of the Board of Regents of the University System of Georgia) and have enjoyed tax exemption under a Group Exemption Number (GEN) maintained by the U.S. Department of Agriculture. Applicant was created to oversee 4-H activities in the State of Georgia on behalf of the University and to provide continued GEN coverage as an exempt central organization. Applicant controls its affiliated group of local (county) 4-H associations ("4-H Clubs") and regulates all use of the 4-H trademarks (name and emblem) in the State of Georgia. 4-H Clubs, which administer and oversee 4-H, agriculture, and family and consumer science programs in their respective counties, submit annual plans of work to Applicant and are subjected to regular audits and safety reviews. In the event that any Extension 4-H Program (or any subordinate club or program) fails to meet Extension 4-H standards, Applicant has the authority to replace its directors and/or revoke its 4-H charter. Applicant's trustees, officers and agents are employees of the University System of Georgia and/or the State of Georgia (or its political subdivisions) and are not compensated by Applicant. Therefore, Applicant expects to incur only de minimis annual expenses (such as annual registration fees with the Secretary of State of Georgia). To the extent that funds are required, they will be supplied by Georgia 4-H Club Foundation, Inc., a Georgia nonprofit corporation and exempt entity that, like Applicant, supports the University of Georgia.”
