There are two classes of membership - the first class is an associate membership which is established by taking one community education coalition class during the calendar year. The second class of membership is the voting membership and it is established by paying a yearly membership fee.

The board of directors is comprised of at least 9 members. Three directors are elected at the annual meeting held each year in november.
