The organization has volunteers serving on the board of directors who collectively act as the governing body through a board of directors to give oversight to the foundation. They occasionally elect new members to replace the old members who have resigned in their capacity to govern the foundation.

Volunteers serve on the board of directors of lawrenceburg public library foundation providing governance to the entity and the volunteers currently serving have voting powers, except one volunteer, to elect any new volunteers to the board of directors after previous volunteers resign their position on the board of directors of the entity.

Various committees are comprised of members of the volunteers serving on the board of directors and may decide matters related to the organization. However, the entire volunteer board present at a particular meeting of the board of directors gives approval to all decisions.

All board volunteers are provided access to the tax return form 990 before the form is filed with the irs. It is the responsibility of each volunteer serving on the board of directors of the lawrenceburg public library foundation to review the tax return before it is submitted to the internal revenue service. This review of the tax return should happen before the extended due date of november 15, 2018. .

Additional Explanations

FORM 990, PART XII, LINE 2C:

The lawrenceburg library foundation has no requirements to have its books and records audited. Since this is the case, the 2017 tax year will not be subject to an audit and compiled financial statements, under the accrual basis of accounting, were used to prepare the 2017 and 2016 forms 990. A committee of volunteers serving on the board of directors of the foundation continues to oversee the preparation of compiled financial statements for both tax years 2017 and 2016.

Financial Statement Notes

PART X, LINE 2:

The foundation is exempt from federal income taxes under section 501(c)(3) of the internal revenue code. However, income from activities not directly related to the foundation's tax-exempt purpose would be subject to taxation as unrelated business income. The foundation accounts for income taxes in accordance with income tax accounting guidance in fasb asc topic 740 "income taxes". The foundation adopted the recent accounting guidance for recognizing and measuring uncertain tax positions and has evaluated its tax positions taken for all open tax years. The foundation follows the statutory requirements for its income tax accounting and generally avoids risks associated with potentially problematic tax positions that may be challenged upon examination. Currently 2017, 2016, 2015 and 2014 tax years are open and subject to examination by the internal revenue service. However, the foundation is not currently under audit nor has the foundation been contacted by the internal revenue service to indicate they would be subject to an audit. Management believes any liability resulting from taxing authorities imposing additional income taxes from activities deemed to be unrelated to the foundation's tax-exempt status would not have a material effect on the foundation's financial statements.

THE FOUNDATION ACCOUNTS FOR INCOME TAXES IN ACCORDANCE WITH INCOME TAX ACCOUNTING GUIDANCE IN FASB ASC TOPIC 740 "INCOME TAXES". THE FOUNDATION ADOPTED THE RECENT ACCOUNTING GUIDANCE FOR RECOGNIZING AND MEASURING UNCERTAIN TAX POSITIONS AND HAS EVALUATED ITS TAX POSITIONS TAKEN FOR ALL OPEN TAX YEARS. THE FOUNDATION FOLLOWS THE STATUTORY REQUIREMENTS FOR ITS INCOME TAX ACCOUNTING AND GENERALLY AVOIDS RISKS ASSOCIATED WITH POTENTIALLY PROBLEMATIC TAX POSITIONS THAT MAY BE CHALLENGED UPON EXAMINATION. CURRENTLY 2017, 2016, 2015 AND 2014 TAX YEARS ARE OPEN AND SUBJECT TO EXAMINATION BY THE INTERNAL REVENUE SERVICE. HOWEVER, THE FOUNDATION IS NOT CURRENTLY UNDER AUDIT NOR HAS THE FOUNDATION BEEN CONTACTED BY THE INTERNAL REVENUE SERVICE TO INDICATE THEY WOULD BE SUBJECT TO AN AUDIT.
