This organization regularly and consistently monitors and enforces compliance with its written conflict of interest policy. The organization requires each director, principal officer, and member of a committee with board delegated power to annually sign a statement which affirms such person has received a copy of the conflict of interest policy, has read and understands the policy, has agreed to comply with the policy, and understands cltlc is charitable and in order to maintain its federal tax exemption it must engage primarily in activities which accomplish one or more of its tax exempt purposes. The executive committee regularly and consistently monitors and enforces compliance with this policy by reviewing annual statements and taking such actions as are necessary for effective oversight. In addition, periodic reviews are conducted.

The executive committee consisting of the president, vice president, treasurer, secretary, and immediate past president review and proposes the executive director's compensation to the board of directors and completes the executive director's review on an annual basis. The board of directors approves and finalizes the executive director's compensation.

Form 990, Page 2, Part III, Line 4C

Each year the clear lake township land conservancy conducts water quality monitoring to guide water quality enhancement efforts and approaches. The four major ditches flowing into clear lake are tested with the help from several volunteers. During the year, the conservancy continued a watershed diagnostic study which establishes an extensive database to identify key projects impacting the health and safety of the surrounding lakes and ditches feeding the lake. The grant of 4,000 from the land trust alliance assisted with providing up to 25% cost share towards residential glacial stone seawall installations. After an application period and internal review process, five residential glacial stone projects received the 25% cost share. Glacial stones absorb wave energy, reduce erosion, and protect sensitive habitats.

Schedule D, Page 1, Part II, Line 5

Every easement will be monitored annually by trained staff. Conservation landowners will be contacted in writing and offered the opportunity to discuss their easement and any concerns or questions. Staff will complete documentation and reporting and land owner follow-up, if necessary. Enforcement policy: staff will thoroughly document violations with photographs, maps and a written report. Staff will review legal easement to determine violation type (minor or major). Staff will formulate recommendations for corrective action and deadline for compliance. A meeting to describe the violation and corrective action with the cltlc's executive director, board president, chair of the lands committee and cltlc's legal counsel will be held. Corrective action will be accomplished with legal action if necessary.

The goal of the endowment fund is to grow, through contributions, to a level with sufficient annual investment earnings from which each year, with board of directors approval, a designated percentage of invested asset value for purposes of funding cltlc annual administrative operations either partially or in total. In 2024, the endowment fund, now called the forever fund, increased by more than 40%. Over 50% of the increase was the result of a major contribution.

THE CLEAR THINKING NEWSLETTER CONTINUES YEARLY TO INFORM AND CONNECT THE CLEAR LAKE COMMUNITY TO THE CONSERVANCY'S MISSION AND PROJECTS YEAR ROUND. THE FOUR MAJOR DITCHES FLOWING INTO CLEAR LAKE ARE TESTED WITH THE HELP FROM SEVERAL VOLUNTEERS. DURING THE YEAR, THE CONSERVANCY CONTINUED A WATERSHED DIAGNOSTIC STUDY WHICH ESTABLISHES AN EXTENSIVE DATABASE TO IDENTIFY KEY PROJECTS IMPACTING THE HEALTH AND SAFETY OF THE SURROUNDING LAKES AND DITCHES FEEDING THE LAKE. THE GRANT OF 4,000 FROM THE LAND TRUST ALLIANCE ASSISTED WITH PROVIDING UP TO 25% COST SHARE TOWARDS RESIDENTIAL GLACIAL STONE SEAWALL INSTALLATIONS. AFTER AN APPLICATION PERIOD AND INTERNAL REVIEW PROCESS, FIVE RESIDENTIAL GLACIAL STONE PROJECTS RECEIVED THE 25% COST SHARE. GLACIAL STONES ABSORB WAVE ENERGY, REDUCE EROSION, AND PROTECT SENSITIVE HABITATS.
