The policy includes statements about other employment and being related to anyone on the board of directors/commissioners and other items that may be an issue.

The part-time staffing requirements including its executive director, is provided by terre haute housing authority, a related tax exempt organization. Terre haute housing development corporation reimburses terre haute housing authority for its staffing costs. The development corporation's board of directors/commissioners determine and sets all staffing compensation rates, which are based on periodic thorough review of all related issues, salary surveys, consultation with independent persons, review of comparable data and deliberation.
