SCHEDULE A, PART II, SECTION C, LINE 16A:

The lake court house foundation ("lcf"), a 501(c)(3) public charity, is writing to provide clarification on our current public-support percentage and to outline the corrective measures we will implement to ensure compliance in the coming year. During the most recent fiscal period, lcf received approximately 28% of its total revenue from public contributions, with the remaining revenue derived primarily from tenant rent within the historic courthouse facility. While tenant income is essential to maintain and preserve this 150-year-old landmark, we recognize that rental income is not considered public support for purposes of the public charity test. Our public-support percentage fell slightly below the 33 1/3% threshold this year for the following reasons: 1. One-time fluctuations in rental occupancy and multi-year leases, which resulted in higher-than-normal facility-use revenue. 2. Lower-than-expected annual fundraising, partially driven by deferred events and limited outreach capacity during building repairs and governance restructuring. 3. Transition of museum operations, which temporarily reduced philanthropic engagement. We are committed to increasing our public-support ratio to at least 33 1/3% in the upcoming year and have already adopted a corrective plan to do so. Our plan includes: 1. Expanded fundraising programs - launching a targeted donor campaign focused on restoration, preservation, and local history engagement. - reinstating annual fundraising events that historically brought in significant contributions. 2. Improved grant-seeking activities - applying for federal, state, and private foundation grants specifically designated for historic preservation, community education, and heritage programming. 3. Community outreach initiatives - increasing volunteer membership, public tours, and educational programs, which historically generate donor support. - partnering with local civic groups to increase visibility and contributions. 4. Adjusting facility income reliance - moderating increases in rental rates and avoiding new long-term lease structures that would disproportionately raise non-public-support revenue. - allocating a larger percentage of restricted donations toward operating needs to reduce reliance on tenant income. 5. Governance improvements - implementing stronger board oversight and financial planning to ensure the foundation maintains its required public-support balance going forward. The lake court house foundation remains fully committed to operating as a public charity and supporting the preservation and educational mission of the historic lake county courthouse. We expect that these actions will restore our public-support percentage to above 33 1/3% during the next measurement period and maintain compliance in future years. We appreciate your consideration and are happy to provide any additional documentation or clarification the service may require.

IRS990ScheduleO/SupplementalInformationDetail/ExplanationTxt3THE LAKE COURT HOUSE FOUNDATION ("LCF"), A 501(C)(3) PUBLIC CHARITY, IS WRITING TO PROVIDE CLARIFICATION ON OUR CURRENT PUBLIC-SUPPORT PERCENTAGE AND TO OUTLINE THE CORRECTIVE MEASURES WE WILL IMPLEMENT TO ENSURE COMPLIANCE IN THE COMING YEAR. DURING THE MOST RECENT FISCAL PERIOD, LCF RECEIVED APPROXIMATELY 28% OF ITS TOTAL REVENUE FROM PUBLIC CONTRIBUTIONS, WITH THE REMAINING REVENUE DERIVED PRIMARILY FROM TENANT RENT WITHIN THE HISTORIC COURTHOUSE FACILITY. WHILE TENANT INCOME IS ESSENTIAL TO MAINTAIN AND PRESERVE THIS 150-YEAR-OLD LANDMARK, WE RECOGNIZE THAT RENTAL INCOME IS NOT CONSIDERED PUBLIC SUPPORT FOR PURPOSES OF THE PUBLIC CHARITY TEST. OUR PUBLIC-SUPPORT PERCENTAGE FELL SLIGHTLY BELOW THE 33 1/3% THRESHOLD THIS YEAR FOR THE FOLLOWING REASONS: 1. ONE-TIME FLUCTUATIONS IN RENTAL OCCUPANCY AND MULTI-YEAR LEASES, WHICH RESULTED IN HIGHER-THAN-NORMAL FACILITY-USE REVENUE. 2. LOWER-THAN-EXPECTED ANNUAL FUNDRAISING, PARTIALLY DRIVEN BY DEFERRED EVENTS AND LIMITED OUTREACH CAPACITY DURING BUILDING REPAIRS AND GOVERNANCE RESTRUCTURING. 3. TRANSITION OF MUSEUM OPERATIONS, WHICH TEMPORARILY REDUCED PHILANTHROPIC ENGAGEMENT. WE ARE COMMITTED TO INCREASING OUR PUBLIC-SUPPORT RATIO TO AT LEAST 33 1/3% IN THE UPCOMING YEAR AND HAVE ALREADY ADOPTED A CORRECTIVE PLAN TO DO SO. OUR PLAN INCLUDES: 1. EXPANDED FUNDRAISING PROGRAMS - LAUNCHING A TARGETED DONOR CAMPAIGN FOCUSED ON RESTORATION, PRESERVATION, AND LOCAL HISTORY ENGAGEMENT. - REINSTATING ANNUAL FUNDRAISING EVENTS THAT HISTORICALLY BROUGHT IN SIGNIFICANT CONTRIBUTIONS. 2. IMPROVED GRANT-SEEKING ACTIVITIES - APPLYING FOR FEDERAL, STATE, AND PRIVATE FOUNDATION GRANTS SPECIFICALLY DESIGNATED FOR HISTORIC PRESERVATION, COMMUNITY EDUCATION, AND HERITAGE PROGRAMMING. 3. COMMUNITY OUTREACH INITIATIVES - INCREASING VOLUNTEER MEMBERSHIP, PUBLIC TOURS, AND EDUCATIONAL PROGRAMS, WHICH HISTORICALLY GENERATE DONOR SUPPORT. - PARTNERING WITH LOCAL CIVIC GROUPS TO INCREASE VISIBILITY AND CONTRIBUTIONS. 4. ADJUSTING FACILITY INCOME RELIANCE - MODERATING INCREASES IN RENTAL RATES AND AVOIDING NEW LONG-TERM LEASE STRUCTURES THAT WOULD DISPROPORTIONATELY RAISE NON-PUBLIC-SUPPORT REVENUE. - ALLOCATING A LARGER PERCENTAGE OF RESTRICTED DONATIONS TOWARD OPERATING NEEDS TO REDUCE RELIANCE ON TENANT INCOME. 5. GOVERNANCE IMPROVEMENTS - IMPLEMENTING STRONGER BOARD OVERSIGHT AND FINANCIAL PLANNING TO ENSURE THE FOUNDATION MAINTAINS ITS REQUIRED PUBLIC-SUPPORT BALANCE GOING FORWARD. THE LAKE COURT HOUSE FOUNDATION REMAINS FULLY COMMITTED TO OPERATING AS A PUBLIC CHARITY AND SUPPORTING THE PRESERVATION AND EDUCATIONAL MISSION OF THE HISTORIC LAKE COUNTY COURTHOUSE. WE EXPECT THAT THESE ACTIONS WILL RESTORE OUR PUBLIC-SUPPORT PERCENTAGE TO ABOVE 33 1/3% DURING THE NEXT MEASUREMENT PERIOD AND MAINTAIN COMPLIANCE IN FUTURE YEARS.
