Line 11b explanation - the organizations 2018 audit report was mailed to all board members. The report was also presented at a board meeting. The corresponding 2018 form 990 draft was delivered via email to all board members for review. The 990 was also presented at a board meeting. If there were no suggested changes at the regularly scheduled board meeting, the form 990 is signed by the executive director and submitted to the internal revenue service by the applicable due date.

All new hires and new board members are asked to complete the conflict of interest statement as part of their regularly scheduled orientation. Annually, all staff and board members are provided an updated list of employees and vendors paid within the most recent 12 months, and asked to complete the conflict of interest statement. A summary of all potential conflicts is prepared by the agency's finance director and provided to all board members.

Financial Statement Notes

PART X, LINE 2:

The organization has adopted fasb standard for accounting for uncertainty in income taxes. Upon adoption of this standard, the organization will recognize a tax benefit only if it is more likely than not the tax position would be sustained in a tax examination, with a tax examination being presumed to occur. The amount recognized will be the largest amount of tax benefit that is greater than 50% likely of being realized on examination. For tax positions not meeting the more-likely-than-not test, no tax benefit will be recorded. Currently, the organization accounts for contingencies associated with certain tax positions in accordance with the fasb standard accounting for contingencies, which provides the recording of a contingency based on the probability of certain events to transpire that range from probable to remote as opposed to applying a more likely than not recognition threshold. The organization has examined this issue and has determined there are no material contingent tax liabilities.

THE AMOUNT RECOGNIZED WILL BE THE LARGEST AMOUNT OF TAX BENEFIT THAT IS GREATER THAN 50% LIKELY OF BEING REALIZED ON EXAMINATION. FOR TAX POSITIONS NOT MEETING THE MORE-LIKELY-THAN-NOT TEST, NO TAX BENEFIT WILL BE RECORDED. CURRENTLY, THE ORGANIZATION ACCOUNTS FOR CONTINGENCIES ASSOCIATED WITH CERTAIN TAX POSITIONS IN ACCORDANCE WITH THE FASB STANDARD ACCOUNTING FOR CONTINGENCIES, WHICH PROVIDES THE RECORDING OF A CONTINGENCY BASED ON THE PROBABILITY OF CERTAIN EVENTS TO TRANSPIRE THAT RANGE FROM PROBABLE TO REMOTE AS OPPOSED TO APPLYING A MORE LIKELY THAN NOT RECOGNITION THRESHOLD. THE ORGANIZATION HAS EXAMINED THIS ISSUE AND HAS DETERMINED THERE ARE NO MATERIAL CONTINGENT TAX LIABILITIES.
