Mission

The organization's mission is to provide comprehensive services to improve living conditions and promote self-sufficiency to individuals and families in our community.

To provide greater use of new types of services & innovative approaches in attacking the causes of poverty, so as to develop increasingly effective methods of employing available resources & to provide maximum feasible participation of the economically & mentally disadvantaged & elderly in the development and implementation of all programs & projects designed to serve this clientele.

The conflict of interest policy is distributed and reviewed annually. If any conflicts exist at meetings regarding subject/topic, it is discussed. Any individual with an actual or perceived conflict of interest is recused from discussion and voting on the topic to which the conflict relates.

The board of directors conducts an annual review of the executive director and compensation decisions are documented in the board minutes. The board reviews compensation based on a wage comparability study, last conducted in 2016 with other similar community action programs in indiana. The intended use of the endowment funds is to provide support to the organization to further its exempt purpose.

PART X, LINE 2:

Western indiana community action agency, inc. (wicaa) is required to assess whether it is more likely than not that a tax position will be sustained upon examination on the technical merits of the position assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more likely than not recognition threshold, the benefit of that position is not recognized in the financial statements. Wicaa has determined there is no amount to record as assets or liabilities related to uncertain tax positions.

VIGO COUNTY HEAD START PROVIDES DEVELOPMENTALLY APPROPRIATE PRESCHOOL ACTIVITES WITH A SPECIAL FOCUS ON HELPING CHILDREN DEVELOP THE EARLY READING AND MATH SKILLS THEY NEED TO BE SUCCESSFUL IN SCHOOL. VIGO COUNTY HEAD START IS A LICENSED CHILD CARE CENTER THAT PROVIDED COMPRESHENSIVE CHILD DEVELOPMENT SERVICES TO 338 ECONOMICALLY DISADVANTAGED CHILDREN AND FAMILIES IN 2017. THE PRESCHOOL PROGRAM ENROLLS CHILDREN AGES 3 TO 5. THE STAFF RECOGNIZES THAT THE PARENTS ARE THE FIRST AND MOST IMPORTANT TEACHERS OF THEIR CHILDREN. WE WELCOME PARENT INVOLVEMENT AND WORK AS PARTNERS WITH PARENTS TO DEVELOP A PROGRAM THAT BEST MEETS THE NEEDS OF THEIR CHILD. HOUSEHOLD INCOME ELIGIBILITY IS BASED UPON 100% OF THE FEDERAL POVERTY GUIDELINES AND CHILDREN MUST BE 3 YEARS OLD BY AUGUST 1ST.

THE WIC PROGRAM PROVIDES AT NO COST TO THOSE WHO QUALIFY, CHECKS FOR SPECIFIED NUTRITIOUS FOODS SUCH AS MILK, CEREAL, FRUIT JUICE, EGGS, CHEESE AND PEANUT BUTTER. BREASTFEEDING SUPPORT IS AVAILABLE AND FORMULA IS ALSO AVAILABLE FOR INFANTS WHO ARE NOT BREASTFED. PARTICIPANTS RECIEVE INDIVIDUAL NUTRITION COUNSELING, NUTRITION CLASSES, AND HEALTH CARE REFERRAL. OVER 7,200 CLIENTS WERE SERVED IN 2017.

IN 2017, 32 HOMES WERE WEATHERIZED.

HELPING TO ENHANCE THE CAPACITY OF ORGANIZATIONS WITHIN OUR COMMUNITY BY PROVIDING THEM WITH DEPENDABLE, EXPERIENCED, LOVING VOLUNTEERS TO ASSIST WITH THE CHILDREN THEY SERVE. THROUGH NETWORKING AND PARTNERSHIPS WE ARE ABLE TO SHARE RESOURCES TO BETTER MEET THE NEEDS OF CHILDREN AND ELDERS OF OUR COMMUNITY. THE FOSTER GRANDPARENT VOLUNTEERS RECEIVE TRAINING TO HELP EDUCATE THEM ON A VARIETY OF LIFE ISSUES, AND GAIN OR ENHANCE VALUABLE SKILLS. THEY HAVE DAILY INTERACTION WITH OTHERS WHICH HELPS THEM TO STAY MENTALLY ALERT, PHYSICALLY ACTIVE, AND MORE INVOLVED IN SOCIAL ACTIVITIES, AND BETTER CONNECTED WITH THEIR COMMUNITY. FOSTER GRANDPARENT VOLUNTEERS ALSO RECEIVE A SMALL STIPEND THAT HELPS THEM AFFORD SOME BASIC NEEDS THAT THEY OTHERWISE WOULD DO WITHOUT. DURING 2017, 42 INDIVIDUALS ENROLLED AS FOSTER GRANDPARENT VOLUNTEERS SERVED OVER 38,000 HOURS AT 15 DIFFERENT VOLUNTEER STATIONS; THEY SERVED OVER 300 DIFFERENT CHILDREN.THE WESTERN INDIANA COMMUNITY ACTION AGENCY, INC.'S RETIRED AND SENIOR VOLUNTEER PROGRAM (RSVP) IS DEDICATED TO PROVIDING PERSONS AGE 55 YEARS AND OLDER THE OPPORTUNITY TO SERVE AS VOLUNTEERS UTILIZING THEIR KNOWLEDGE AND SKILLS TO HELP MEET IDENTIFIED NEEDS OF THEIR COMMUNITIES. DURING 2017, THE RSVP PROGRAM HAD AN ENROLLMENT OF 125 VOLUNTEERS AGE 55 YEARS AND OLDER. THOSE VOLUNTEERS REPORTED 5,855 SERVICE HOURS AT 30 DIFFERENT VOLUNTEER STATIONS. SERVICE ACTIVITIES INCLUDE BUT ARE NOT LIMITED TO FOOD SECURITY AND CONGREGATE MEALS; WASTE REDUCTION, MANAGEMENT, AND RECYCLING; CONSTRUCTION OF WHEELCHAIR RAMPS; AND OUT OF SCHOOL TIME LEARNING.
